节能减排视野下农村养殖业抗生素滥用：现状分析与对策建议

［摘要］农村节能减排工作中存在着：养殖业抗生素类药物滥用等顽疾。问题的出现，一方面与国内抗生素产能过剩与出口受阻有关；另一方面也与促进自觉保障公共安全、环境保护的社会成员公共性品质的培养不足有关。基于分析，提出改善性建议。

Rural Aquaculture Antibiotics Abuse from the Perspective of Energy Conservation and Emissions Reduction: Status Analysis and Countermeasure Suggestions

［Abstract］Abusing of the breeding antibiotic drug is a big problem in the energy conservation and emissions reduction work in rural areas. The emergence of the problem is related to the domestic antibiotic overcapacity and the impeded export, and the lack of people's public quality cultivation of promoting public security and protecting environment. Based on the analysis, this paper proposes some suggestions for improvement.

引言

《中华人民共和国节约能源法》指出“节约资源是我国的基本国策。国家实施节约与开发并举、把节约放在首位的能源发展战略。”湖南省政府为推进节能减排工作已制定了“绿色湖南”战略。

农村养殖业，是我国农村的支柱性产业之一，规模大、效益较高，遍及千家万户。我国水产养殖年产量规模上已稳居世界第一，但农村养殖业抗生素滥用已成为近年来节能减排工作中的一大顽疾。具体表现为实际使用的兽用抗生素远远超过治疗动物疾病的合理需求量。这既不利于兽用抗生素生产领域的节能，也不利于农村养殖业行业的节能。超量使用兽用抗生素，还会造成代谢物、排放物等有害物质对农村土壤、水体等直接污染，危害公共安全。养殖业提供的水产、禽蛋、肉类因饲养过程中超标使用抗生素，也危害食品安全。
