现代服务业人才培养管理体系研究
——基于自由贸易区的分析

加快发展自贸区现代服务业对高层次人才供给、人才综合能力及素养提出了更高的要求，基于自贸区背景下，构建高品质的现代服务业人才培养管理体系已迫在眉睫。因此，高校要顺应“大众创业，万众创新”的时代背景，采取深化创新创业教育改革，优化高校人才培养机制；提升师资整体水平，打造高素质教学团队；提高培养质量，实现人才培养与现代服务业需求对接及科学设定指标，严格绩效考核等措施，政府、学校、企业共建基于自贸区的现代服务业人才培养管理体系，以培养符合需求的德技双优的人才。

［Abstract］The rapid developrment of modern service industry in Free Trade Zone sets higher requirement for the high-end talent suppliers with comprehensive abilities and quality.Under FTZ background，it is pressing to construct high-quality talent training management system.Therefore，university and college，adapting to the backgraurd of mass entrepreneurship and innovation"，should adopt a deepening innovative and venture educational reform，optimize talent training mechanism，enhance the overall level of faculty building，create a high-level teaching team，improve quality of personnel training，realize the connectioan between talent cultivation and modern service industry demand，set scientific target and carry on performance assessment.Government，university and enterprise should cooperate to construct a management system for FTZ in order to cultivate suitable talents excellent in both moral intergrity and skills.

中共中央政治局2015年3月24日召开会议，审议通过了广东、天津、福建自由贸易试验区总体方案、进一步深化上海自由贸易试验区改革开放方案。2016年进入“十三五”开局之年，地方自贸区的争夺明显升温，超过20个省份提出建设第三批自贸区的申请。这意味着自贸区建设将上一个新台阶，新一轮高水平对外开放和更大范围的改革试点正在稳步推进。培养创新能力强、能够适应自贸区发展需求的高素质人才刻不容缓。

一、构建人才培养管理体系的背景
