构建高校惩治和预防腐败机制刍议

反腐倡廉工作是高校治理体系的重要组成部分。校园腐败案件呈现多发、高发态势，根源在于一些党员干部廉洁自律意识淡薄、思想道德防线失守，校园缺乏对权力运行的制约和监督机制，高校的反腐工作正经受着前所未有的考验。因此，各高校应在明确健全制度机制的基础上，构建惩治和预防腐败机制，推动制度有效运行的指导思想，创新廉政文化教育，增强廉政风险意识；完善制度建设，规范权力运行；依法执纪办案，强化惩罚机制。把机制建设贯穿于反腐的各个环节，严明党的纪律、强化制度监督、严肃惩治腐败，使党员干部牢固树立纪律规定不能触碰、法律底线不能逾越的观念，筑牢拒腐防变的思想基础，形成不敢腐、不能腐、不想腐的有效机制。

［Abstract］Anti-corruption is an important part of university governance system.The increase of campus corruption cases results from dishonesty，dim self-consciousness and lack of ideological moral defense of some party members and cadres.Moreover，the university institutional mechanisms have no restriction and supervision over the exercise of power.Anti-corruption in universities is experiencing an unprecedented test.Therefore，based on building a sound institutional mechanism，universities should construct punishing and preventing corruption mechanisms to promote an effective operation of the system；handle cases in accordance with the law and discipline to intensify the punishment mechanism. The mechanism construction should be linked through all fighting aspects of the corruption.All Party members and carders must be strict with the Party discipline.We must the system supervision to seriously fight against corruption and build a guideline that the disciplinary regulations can't be broken and the bottom line of the law concept can't be overstepped.In addition，we should innovate incorrupt culture and education，strengthen risk awareness，perfect system construction and standardize power operation to lay a sound ideological foundation of warding off the corrosive influence.

一、高校反腐工作面临的严峻形势

中国社会科学院早在2010年中国教育蓝皮书中就已经明确提出 “高校已成为腐败犯罪新的高发区”。2013年全国教育系统纪检监察部门受理信访39438件，立案调查4046件，结案处理3867件，涉案人数达4905人，给予党政纪律处分的3837人，涉嫌犯罪被移送司法机关处理的284人，涉案金额共计1.94亿元。

2015年中纪委监察部网站通报了34所高校的53名领导腐败问题，平均每周就有一名高校领导被查处，成为社会关注热点。2015 年11月24日，教育部对中国传媒大学党委书记陈文申、校长苏志武等8名党员领导干部违纪问题进行通报，主要涉及“八项规定”落实，包括公务用车使用、办公用房，“三公经费”超预算、公款购买礼品、公款宴请等方面。……
