天津推进自贸试验区发展的思考

天津自贸试验区是国务院第二批批准成立的自贸试验区。它以制度创新为核心任务，以可复制可推广为基本要求，努力成为京津冀协同发展高水平对外开放平台，全国改革开放先行区和制度创新试验田作为战略定位；以加快政府职能转变，扩大投资领域开放，推动贸易转型升级，深化金融领域开放创新，推动实施京津冀协同发展战略作为首要任务。在此基础上，应借助天津市所具有的包括区位优势在内的四大优势，采取加强区域协同合作；强化政策制度创新；发挥先行一步优势；建立双自联动发展机制等措施，努力推进自贸区发展。

［Abstract］Tianjin pilot free trade zone，as one of the second batch approved to be established by China's state council，has taken system innovation as its core task and replicability as its basic requirements and has set its strategic position to become a high-level trading platform for promoting Beijing-Tianjin-Hebei collaborative development，a pilot zone for reform and opening-up and a test case for system innovation.Meanwhile，the first task for Tianjin pilot free trade zone is to accelerate the transformation of local government's function，expand the investment openness，push the transformation and upgrading of the trade，deepen the open innovation in financial field and promote Beijing-Tianjin-Hebei collaborative development.Then on the basis of these，the pilot zone，making the most of Tianjin's four advantages including regional advantage，should enhance regional cooperation，tighten policy innovation，constitute a prior step and strengthen the linkage between relative FTZs，trying the best to promote the development of free trade zone.

一、天津自贸试验区的基本情况

作为国务院第二批批准成立的自贸试验区，天津建设自贸试验区，一是有利于探索全面提高我国开放型经济水平的新路径和新模式，通过实施更为开放的政策，积累深入参与国际经济合作与竞争的经验，以“开放红利”激发“改革红利”，推动开放朝着优化结构、拓展深度、提高效益的方向转变；二是有利于推进京津冀协同发展和“一带一路”国家战略的实施，通过提升天津在大开放格局中的要素聚集能力、资源配置能力，加强与“一带一路”沿线国家和地区的合作，发挥在区域经济中的服务辐射和示范带动作用，打造京津冀乃至北方高水平对外开放新平台；……
