［摘要]天津作为国家级批准的第二批自贸试验区，以其独特的区位优势和战略定位在区域经济中发挥着服务辐射和示范带动的作用。目前，自贸区以航运物流为基础的服务业、引进外资先进制造业项目、吸引新经济代表企业、引资与引智、引技的结合等作为自己的招商目标，以扩大开放、政策落地、重点突出、强化主体、提高信息化水平作为招商引资举措。

On Investment Promotion under FTZ in Tianjin

［Abstract］Tianjin, as one of the second batch of pilot FTZ approved by government, has played the service and the demonstration role in the regional economy, depending on its distinctive advantage of location and strategic orientation. At present, Tianjin FTZ has been attracting investment aiming at introducing service industries based on shipping logistics, advanced manufacturing projects, enterprises representing the new economy and combining investment with wits and technology and adopted methods including opening -up, policies landing, standing out the emphases, strengthening the subjects and improving informatization level.

一、自贸区环境下的招商目标

（一）不断壮大以航运物流为基础的服务业

自贸区本质上是使贸易更便利、更自由，客观上促进世界贸易的发展，并通过贸易量的增加最终促进收益的增加与企业转型升级。世界上成功发展的自由港和自贸区大多以航运与物流为基础产业，当航运物流发展到一定规模时，国际贸易、金融、法律、商业旅游等相应发展，互相促进。即使是美国的自贸区也是以航运物流的发展为支撑发展的。进一步加强面向航运、物流、相关专业服务提供商的招商，既可以强化天津自贸区的根本优势，又为发展现代制造业创造更加优越的条件。

（二）大力引进外资先进制造业项目

世界各国设立自贸区均要实行贸易、投资、金融、经营等自由的政策，境内关外的海关监管模式，以贸易、物流等服务业为主的产业结构。……
