医疗大健康及大数据的应用及其隐私保护分析

分析并探讨适合我国国情，通过对目前技术与规范方面的隐私保护手段进行梳理，有利于医疗大数据进行系统的运行和管理，并保证信息的安全以及隐私的保护。医疗大数据的改革同时对传统就医模式也带来了革命性的改变，更加方便与数据的共享、传播以及挖掘等特性，又因为医疗行业的特殊性，人们更加重视隐私保护。通过对医疗大数据的应用以及隐私的规范，找到适合我国国情的具体方法，并对医疗大数据隐私保护，分析指出大数据使用时存在的问题，并提出相应的解决对策。

［Abstract］Analysis and to explore suitable for China's national conditions，through the combing of the technology and the standard means of privacy protection，in favor of medical data for the operation and management of the system and ensure information security and privacy protection.The medical data of reform at the same time，the traditional medical model also brought revolutionary change，more convenient and data sharing，dissemination andmining and other characteristics，and because of the particularity of the medical industry，people pay more attention to the protection of privacy.Through the medical data and privacy regulations：fan，find suitable for the national conditions of our country concrete methods，and for protecting the privacy of medical data analysis pointed out that big data when using existing problems，and puts forward the corresponding countermeasures.

大数据具有更大的利用价值以及商业价值，通过对大数据的研究分析，获取更加方便的大数据，企业同时也会获得更大的经济价值和经济效益［1-2］。随着大数据技术的进步，企业在个体不能控制或不知情的情况下，对数据进行收集、存储并分析甚至利用个人数据，这种没有经过当事人的同意而获取数据的行为，属于对个人隐私的侵犯［2］。目前人们对隐私的保护越来越重视，同时也担忧个人的隐私在不知情的情况下被泄露出去甚至被利用，目前国外政府及企业在隐私保护方面进行了一些的探索和实践。我国也在慢慢探索符合我国国情的医疗大数据，以下结合我国的基本国情，通过对目前技术与规范方面的隐私保护手段进行梳理。……
