基层卫生院以基本医疗和基本公共卫生为主要职责，基层医疗卫生队伍以全科医生为重点。医防整合顺应当前形势，顺应职能任务的要求，顺应卫生人才配备要求，顺应三级预防理论。找出医疗和预防的结合点，合理安排工作流程，有效发挥整合医疗卫生资源，实现均等化卫生服务。管理整合，建立统一医疗与预防管理体制；资源整合，建立健全亦医亦防、医防结合的全科医生健康管理团队服务模式；建立医防结合的绩效考核制度，真正实现农民健康保障效益最大化，打造健康中国。

［Abstract］The main responsibilities of the primary health center are primary care and basic public health，the general practitioner is the focus of basic-level medical health team，the medical prevention integration should comply with the current situation，functional requirement，health professional equipment requirement and three-stage prevention theory.The bonding point of medical treatment and prevention should be found，the working process should be rationally arranged，the medical health resources should be effectively integrated and the equal health services should be realized.Management integration：establishing united medical treatment and prevention management system；resource integration：establishing and improving the general practitioner health management team service model that combines the medical treatment and prevention；establishing the performance appraisal system that combines the medical treatment and prevention in order to truly maximizing the farms'health insurance benefits and build a health China

基层卫生院在农村卫生中发挥关键作用，在农村三级卫生网中起承上启下的枢纽作用，应该在党中央、国务院高度重视乡镇卫生院发展的新形势下，找到一条适合其良性发展的模式。根据乡镇卫生院功能和现状分析，医防整合、健全全科医生服务团队是乡镇卫生院发展之良策。实施医防整合是实施基本卫生保健、保障农民健康，实现农村公共卫生服务均等化的重要途径，也是乡镇卫生院发展目标和动力。
