上海市社区卫生服务中心药事管理现状及对策分析*

摘 要随着我国医药卫生体制改革的不断深化，医院的药事管理作用已由传统的药品供应模式，向“以患者为中心”的临床药学服务模式转变，社区卫生服务中心作为医疗系统的重要组成部分，在药事管理方面面临着不少问题。本文通过剖析上海社区药事管理存在的问题，并在借鉴国外社区药事管理先进模式的基础上，创新地提出适合我国国情的社区药事管理新观念，从而为社区卫生服务中心和卫生政策制定者提供参考借鉴。

Analysis on the current situation of the pharmacy administration in Shanghai Community Health Service Centers and the countermeasure

ABSTRACTWith the deeply development of the Chinese medical and health system reform, the role of the hospital pharmacy administration has transformed from the traditional drugs supply model into the “patient-centered” clinical pharmacy service model. As an important part of the medical and health system, the community health service centers face many problems in the pharmacy administration. On the basis of the foreign advanced model of the community pharmacy administration, this article puts forward an innovative new concept of the community pharmacy administration which is suitable for our country condition through analyzing the problems in the Shanghai community pharmacy administration so as to provide a reference for the community health service centers and the health policy makers.

药事管理是医院内部管理的重要环节，对医院的医疗质量、社会效益及经济效益起着举足轻重的作用[1]。医院药事管理是医疗系统基本医疗工作的重要组成部分，随着我国医药卫生体制改革的不断深化，医院的药事管理作用已由传统的药品供应模式，向“以患者为中心”的临床药学服务模式转变。社区卫生服务中心作为医疗系统的重要组成部分，承担着保障人民群众身体健康的重要任务。如何转变观念，提高社区卫生服务中心药事管理水平，建立以患者为中心，以临床药学为基础，以质量为核心的药事管理体系，提供更好的药品管理及药学技术服务，保障广大人民群众的健康利益，是当前药事管理工作的重点。……
