摘 要：随着改革开放的不断深入，党和政府越来越重视农村基层民主政治建设，始终把农民的利益作为一切农村工作的出发点和落脚点。基层民主政治制度的健全，不仅为维护社会稳定、保证国家的长治久安提供了重要保障，同时丰富和发展了中国特色社会主义的内容。实践表明，只有不断完善农村的基层民主政治建设，才能保证我国整个民主政治的全面推进和协调发展。

Abstract：With the deepening developing of the reform and opening up， the party and government pay more attention to rural grassroots democratic political construction， always put the interests of farmers as the point and the foothold of all rural work starting. The improve of Grassroots democracy political system， not only provided for maintaining the stability of social， guaranteeing country security， but also enriched and developed the content of the socialism with Chinese characteristics， Practice shows that only by complete rural grassroots democratic political construction constantly， only in this way can we ensure that the democratic politics of the all-round and coordinated development in our country.

1我国农村基层民主政治建设取得的成就

自1998年《中华人民共和国村民委员会组织法》的颁布实施以来，我国农村政治制度逐步完善，村民自治的内容不断地丰富，形式也变得更加多样。不仅扩大了农民当家作主的权利、增强了农民的民主意识，更提高了农民的自我管理、自我教育的能力。与此同时标志着我国的农村基层民主政治建设进入了有法可依的阶段，为农村自治的发展打下了坚实的法律基础。

截至2014年底，中国共产党党员总数为8779.3万名，比上年净增110.7万名，增幅为1.3%。党的基层组织436.0万个，比上年增加5.6万个，增幅为1.3%。中国共产党现有基层组织436.0万个，比上年增加5.6万个，增幅为1.3%。其中基层党委20.9万个，总支部27.1万个，支部388.0万个.全国7565个城市街道、32753个乡镇、92581个社区（居委会）、577273个建制村已建立党组织，覆盖率均超过99%。19.4万个公有制企业已建立党组织，占公有制企业总数的91.0%，所占比例较上年提高0.2个百分点。157.9万个非公有制企业已建立党组织，占非公有制企业总数的53.1%。……
