摘要 基于对甘肃省景泰县寺滩国家级土地开发整理项目的实地调研，从自然条件（地理位置、自然资源条件、社会经济条件）、土地利用状况（项目区土地利用现状、土地利用限制因素分析、水资源平衡分析）2个方面阐述了项目区情况，从工程量、项目资金管理、项目竣工验收等方面介绍了项目的实施情况，分析了项目取得的社会、生态、经济效益，为推进农村土地开发整理提供实践依据。

Abstract Based on the field investigation of Sitan national land development consolidation project in Jingtai County in Gansu Province， the situation of project area was elaborated from two aspects of natural conditions（geographical location， natural conditions， social economic conditions）， and the status of land use （land utilization， land use restriction factor analysis， water balance analysis）. The implementation of the project was introduced from aspects of funds management， project completion and acceptance， the obtained social， ecological and economic benefits were analyzed， which will provide practical basis for rural land development and consolidation.

土地开发整理项目是以土地为对象，通过工程、生物等措施，把尚未利用的或被破坏的或利用不充分的土地资源变为可充分有效利用的土地资源，提高土地的利用率和产出率，形成新的固定资产和新的生产能力的投资建设活动[1]。土地开发整理项目效益可以认为是以有限的投入产生最大的系统效益。土地开发整理项目实施效益主要包括经济效益、社会效益、环境效益。并且是经济、环境、社会效益共同作用的结果[2-3]。笔者对甘肃省景泰县寺滩国家级土地开发整理项目进行综合效益评价，指导土地开发整理活动，为构建甘肃省土地开发整理效益评价体系、项目立项、项目验收及后续评价提供依据。
