摘要：从土地利用状况、用地效益、管理绩效3个方面构建了重庆市同兴工业园区土地集约利用评价指标体系，并运用最优组合赋权法对研究区土地集约利用状况进行了权重计算。结果表明，截至 2013年底研究区土地集约度综合分值为82.99，土地集约利用基本达到要求，但土地资源潜力未充分发挥。

Study on Intensive Land Use of Tongxing Industrial Park in Chongqing

Abstract： Constructed the Tongxing industrial park land intensive utilization evaluation index system with three major areas， the performance management of land utilization， land use efficiency， and management performance. Algorithm of optimal combination determining weights method also was used to study the condition for the intensive utilization of land.The results showed that land intensive degree of the comprehensive scores was 82.99 by the end of 2013 in the studying area， basic requirements for the intensive utilization of land was achieved， but the potential of land resources was not fully developed.

工业园区是指一群相互关联的工业企业开展生产经营活动所在的特定地理区域，在此区域内，企业间紧密联系，劳动力分工成熟，拥有共同的社会价值观，竞争与合作并存[1]。工业园区具有用地集中，产业聚集和经济作用突出等特点。作为城镇发展和土地利用的重点区域，工业园区在促进经济高速发展中发挥着举足轻重的作用，已经成为产业升级与区域发展的推动器[2]。但在工业园区土地利用中，重扩张轻挖潜、重规模轻效率、重引资轻规划等问题仍未得到解决。在耕地保护的严峻形势和压力下，土地集约利用被认为是缓解建设用地供需矛盾，解决建设用地低效利用的有效途径[3]。作为建设用地的重要组成部分，工业园区土地集约利用直接影响到城市土地利用和管理的效果。因此，工业园区土地集约利用不仅成为国土部门工作的重点，也是学术界研究的热点之一。

国内的相关研究多集中于开发区建设的相关领域，通过构建评价模型实现对开发区土地集约利用水平的科学评价，是学术界在技术层面的主要研究方向，并取得了丰硕的成果[4-7]。……
