[摘 要]技术转移是实施自主创新战略的重要内容，是企业实现技术创新、增强核心竞争力的关键环节。世界发达国家技术转移的管理体系各不相同，但其国家政策支持环境相对完备，服务机构类型多样，研发体系资源丰富，可以在技术转移机制构建及运行方面为我国提供相应的借鉴。为此，我国应充分发挥政府的引导作用，加强技术转移服务机构的功能定位，引导企业加大创新力度，提高技术转移过程中的产业化意识，以尽快完善我国技术转移机制，加快我国技术转移事业发展步伐。

Abstract：Technology transfer is an important content of implementing the innovation strategy. It is the key link for enterprises to realize its technological innovation and enhance its core competence. Management systems of technology transfer in developed countries are not identical， but they can offer corresponding reference for China from the respects of comparative sound system of national policy， the variety of service， abundant resources of research and development， and the perfect technology transfer mechanism. Therefore， we should give full play to the guiding role of government， strengthen the function orientation of technology transfer agencies to lead enterprises to increase innovation， and improve the industrialization consciousness of technology transfer， thus to perfect the mechanism of technology transfer and speed up the process of technology transfer of China.

当今社会，技术创新和经济全球化进程进一步加快。是否具有完善的技术转移机制、能否快速进行创新技术产业化，已经成为衡量一个国家经济社会能否可持续快速发展的重要指标。当前如何推动我国科技成果转化、快速实现科学技术产业化，是我国“十三五”期间面临的重大课题。通过分析与借鉴国外主要发达国家的技术转移体系与运行机制，尽快完善我国技术转移机制，加快我国技术转移事业发展步伐，成为当务之急。

一、发达国家的技术转移管理体系

（一）集中管理体系

实施技术转移集中管理体系的国家，一般都设有专门负责技术转移的政府部门，并在全国各地设有技术转移工作机构以负责执行和实施国家的技术转移计划[1]。……
