摘 要 总结了世界热带农业国家发展的农业特点及政策环境，分析了中国热带农业“走出去”的优先地理区位。从政策环境、农业技术、农业发展、经济发展、国家战略等方面着重分析中国热带农业“走出去”面临的机遇；最后阐释世界热带农业发展面临挑战的主导因素、特点与问题，从世界热带农业发展的角度剖析中国热带农业“走出去”面临的包括海外市场、国际投资、海外经营、项目资金、国家支持等挑战因素。

Opportunities and Challenges of Chinese Tropical Agriculture's“Go out”Strategy

Abstract This research summarizes characteristics of agriculture and policy environments in tropical agriculture countries in the world， and analyzed priority of geographic location on Chinese tropical agriculture's“Go out”strategy. This paper also analyzed its developing opportunities from policy environments， farming techniques， agricultural development， economic development and national strategy. Finally， the article explained the challenge for the future agricultural development. From the tropical agriculture development point of view， overseas market， international investment， overseas operations， project-funding and national support were anatomized and investigated in the challenge on Chinese tropical agriculture's“Go out”strategy.

1 世界热带农业国家发展特点

根据中国热带农业“走出去”的特点与世界热带农业发展现状，主要选择土地自然资源丰富、农业技术相对落后的发展中国家以及人均耕地面积充裕的发达国家作为中国热带农业“走出去”优先地理区位[1]，以非洲、拉丁美洲、亚洲周边国家为例，本研究总结了世界热带农业国家发展的农业特点及政策环境[2]，如表1所示。

2 中国热带农业“走出去”发展的机遇

基于中国热带农业对外援助、政府制定相关政策，东道国农业发展优势，中国农业发展优势和发达国家投资结构性调整等主要因素[3-4]，为中国热带农业“走出去”提供发展思路和机遇[5]。中国热带农业“走出去”发展主要因素及优势机遇如图1所示。

（1）中国通过多种方式开展对外援助，包括建立农业示范中心、种养基地，农资，农业专家和技术人员等，为东道国提供农业技术、农业装备设施，提高东道国农业的发展水平，为中国农业“走出去”提供了合作基础[6]。……
