study on the issues of child welfare in Taiwan

摘要：儿童是社会的未来，是民族的希望。儿童福利是社会福利的重要组成部分，在经济高速发展的当今社会，福利体系的建设中儿童福利的发展与完善显得尤为迫切。笔者通过对儿童福利事业发展较为先进的台湾地区进行研究，从法律和政策、行政体系、发展趋势等几个方面进行剖析，最终分析台湾地区儿童福利发展对我国相关问题上的启发，以期对我国儿童福利体系建设起到积极作用。

Abstract:Children are the future of society and the hope of the nation. Nowadays child welfare is an important part of social welfare in the rapid economic development, the welfare of children is particularly urgent in the development and improvement of the construction of the welfare system . The author of the child welfare through study in Taiwan which is more advanced, to analyze several aspects of law and policy, administrative systems, trends, etc., in the final analysis inspired by the Child Welfare Development in Taiwan on issues related to our country, for our country child welfare system construction has played a positive role.

Key Words:children welfare institute;Taiwan area;System construction儿童福利是社会保障制度的一个重要组成部分，是社会福利的重要体现。西方发达国家大多早已建立相对完善的儿童保护和儿童福利制度（有些国家称作家庭服务），台湾地区的儿童福利发展较晚与西方社会，但近几十年得到了高速的发展，并取得了不错的成绩。

2010年被称为是我国儿童福利元年，标志中国社会进入儿童福利时代①，近年来我国在儿童福利方面也取得了长足进步，时任中国总理温家宝在2013年政府工作报告中也谈到“要加大对社会养老服务体系和儿童福利机构建设的支持力度”，可见我国政府非常重视儿童福利工作，然而我国在儿童独立的福利制度上还存在着较为严重的缺陷亟待弥补。中国台湾地区与中国大陆一脉相承，不论从历史、文化、血缘还是社会发展水平方面来讲关系都极为密切，所以笔者认为相较于西方社会和其他国家地区，台湾地区儿童福利发展的思路将更符合、有助于我国儿童福利事业发展的脚步。……
