【摘要】：投标人通过投标取得工程项目，是市场经济条件下的必然。而属于现代主要经济文书之一的投标书作为工程商品交易活动的重要媒介，一般由：投标报价、施工组织设计及综合资料三部分组成。本文针对施工组织设计在投标中的地位、作用，简述投标施工组织设计的编制内容和编制要点，为施工企业在投标过程中提高投标施工组织设计质量，提供了自己的一些见解。

[ Abstract ]: The bidder bids made by the project, under the conditions of market economy is inevitable. But to the modern economic instrument of tender works as a commodity trading activities in the important media, generally by: bidding, construction organization design and comprehensive information is composed of three parts. According to the construction organization design in bidding status, function, the work content of bid construction organization design and work out point, as construction firms in the bidding process to improve the quality of bidding construction organization design, provide some of their own opinions.

随着改革开放的不断深入和市场经济的迅速发展,特别是《招标投标法》及一系列法律法规规范了招投标过程,使招标投标活动逐步走向正规。在投标综合评审时，通常投标报价占投标书总评分的40％～60％；施工组织设计占30％～50％；综合资料占10％～20％。可见，投标施工组织设计编制水平的高低直接关系到施工企业能否中标，同时又是商务报价和拟订合同相关条款的基础，也是施工单位指导拟建工程施工的综合性文件。因此在投标中，要重视投标施工组织设计的编制质量和效率。

1投标中施工组织设计的地位和作用

1.1充分体现承包商的综合能力

优秀的投标施工组织设计应遵循“科学、经济、合理”的原则。承包商在考察分析所投工程特点及自然条件等基础上，还要结合自身的技术水平、管理能力、施工经验、技术装备、工程管理理念和投标决策思想等，通过对所投工程的施工方案的拟定、比较、资源的优化配置和各种保证措施的制定来增加标书中所承诺的定量、定性指标的可信度，同时也会在这个载体上向业主展示所掌握的专利技术、专门技术和技术创新能力。……
