摘要：EPC总承包项目管理模式在我国已经被广泛运用。但往往由于EPC总承包商没有自己的设计-采购-施工的团队，为降低风险，EPC总承包商往往寻求外包，因而PC总承包项目由此而来。而PC总承包商在项目执行中的物资采购(P)，其物资采购到货的进度直接影响施工的进度，所采购物资的质量、数量和规格与设计图纸的符合性将直接影响项目的成本、施工进度和施工质量，本文将对PC总承包项目执行中的物资采购控制进行探讨。

Abstract: The EPC general contract project management mode has been widely used in our country, but because the EPC contractors do not have their own design - procurement - construction team, in order to reduce the risk , they often seek the outsourcing, the PC general contract project from. The PC general contractor materials ( P )procurement in the projects implementation, whose arrival progress has the direct impact on the progress of the construction, and the compliance of the material quality, quantity and specification with design drawings will directly affect the project cost, construction progress and quality, this article discusses the material procurement control in the PC general contract project.

0、引言

在我国，相对于复杂的项目，由于EPC总承包商往往是被赋予EPC总承包的资质，而不同时具备设计-采购-施工的能力，因而为降低风险，其常常选择进行分承包，而E+PC为其分承包模式的一种，把设计委托一家承包商，把采购和施工委托给另一家承包商，PC总承包由此而来。而对PC总承包商来说，控制好物资，就是从源头控制好了项目产品的施工质量，为项目提供根本的保证。因而物资采购的控制至关重要。

1、PC总承包项目对物资的要求

俗话说“巧妇难为无米之炊”，PC总承包商要做好PC总承包项目这顿饭，作为物资的“米”是关键。从管理环节上说，物资采购是工程施工的上一个环节，只有物资的准确及时到货，才能使工程施工顺利进行有基本的保证。

无论是国内项目还是国外项目，PC总承包项目的物资无论形状大小、数量多少还是精密程度高低，都体现出事无巨细的特点，都需要其在质量上不能马虎、规格上不能出错、数量上有充分的保障、到货时间上不能拖延，在可能的情况下实现零库存的管理，保证对物资的有效管理与控制。……
