【摘要】 基于党在新时期对领导干部的新要求，从领导干部的先进性、时代性、实践性、自律性等角度论述领导干部应具备的党性修养和自身素质。为了把领导干部的党性修养由被动接受教育和监督的过程变成主动的自我教育、自我改造、自我提高的过程，文章从领导干部四个方面的带头出发，重点论述了带头树立正确的政绩观、利益观、权利观，从源头上铲除滋生本本主义、形式主义、官僚主义的土壤和条件；带头发扬党的优良传统，积极探索培育“适应”、“符合”时代要求的新作风；带头解放思想，实事求是；带头艰苦奋斗，廉洁勤政。

Abstract：Based on the new requirements of the Party for the leading cadres in the new period, the paper has discussed that the leading cadres shall possess the party spirit and self-quality from the angles of progressiveness, epochal character, practicality, autonomy of the leading cadres. In order to change the party spirit of leading cadres from the process of passive acceptation of the education and superintendence to the process of active self-education, self-reformation and self-improvement，the article starts from leading cadres taking the lead in four aspects and mainly discusses that the leading cadres take the lead to establish the accurate achievement view, interest outlook and right standpoint, eradicating the earth and condition of propagating book worship, formalism and bureaucracy from the headstream, to develop the excellent tradition of the Party, positively exploring and breeding the new style to “adapt to” and “accord with” the requirement of times, to free oneself from old ideas and be practical and realistic, and to struggle hard and be clean-fingered and diligent.

党对领导干部党性修养的要求，从来都是和党在各个不同历史时期所肩负的任务紧密相联的。进入新世纪，面对世界多极化、经济全球化和国内社会、经济生活多样化的趋势，党所肩负的带领全国人民全面建设小康社会的历史重任，对领导干部党性修养提出了更高、更新的要求。

1.要有先进性。领导干部党性修养的先进性是由党作为“中国工人阶级的先锋队，中国人民和中华民族的先锋队”的性质决定的。党要始终走在时代前列，始終保持先进性，这就决定领导干部的党性修养必须具有先进性。一方面，领导干部的党性修养要高于一般的社会“人格修养”，即遵守并超前于社会道德规范。另一方面，领导干部的党性修养要高于普通党员的党性修养。……
