【摘要】 在改革开放和发展社会主义市场经济的大背景下，基于加强企业发展和思想政治工作的必要，党支部建设的重要程度是非常高的，不仅是企业发展的政治保证和组织保障，也是企业基层单位的政治核心，党支部在企业发展中的政治和组织保证作用，主要体现在坚持执行党的路线、方针、政策，保证本企业生产、工作任务的完成，坚持党要管党的原则，加强对企业党员的教育和管理，严格执行党的纪律，充分发挥党员的先锋模范作用，密切联系职工群众，做好他们的思想政治工作，挖掘广大群众的积极性和创造性。

【Abstract】Under the background of reforming and opening and developing the socialist market economy, and based on the necessity of strengthening the development of the enterprise and ideological and political work, building the party branch is very important, because it is not only the political guarantee and the organization safeguard for the development of the enterprise but also the political core of basic units of the enterprise. The function of political and organization guarantee of the party branch in the development of the enterprise is mainly embodied by adhering to carrying out the Partys line, principle and policy, assuring the completion of the production and other work of the enterprise, insisting on the principle of political party managing the Party, enhancing the education and management of the party member of the enterprise, carrying out the discipline of the Party rigorously, playing the role of the fore-runner model of the Party sufficiently, getting in touch with the workers and staff members intimately, doing their ideological and political work well and tapping out the activeness and creativity of the wide masses.

随着现代企业的快速发展，党支部的作用如何，以及怎样发挥党支部的作用，始终是我们党自身建设的一个重大课题。特别是在改革开放和发展社会主义市场经济的新形势下，这个问题显得尤为重要。

1.党支部是企业发展的政治和组织保证

党支部是按照生产和工作单位建立起来的，处在各行各业的第一线，是使党的路线、方针、政策在各个社会基层单位得以落实的重要保证。因此，党章规定：“党的基层组织是党在社会基层组织中的战斗堡垒。”只有充分发挥这种战斗堡垒作用，才能巩固党的执政地位，增强党的凝聚力和战斗力，不断发扬党的优良传统，使党的路线、方针和政策成为人民群众的自觉行动。……
