摘要：城市规划管理具体来讲，就是城市人民政府及其规划行政主管部门依据法定程序批转的城市规划的相关法律法规，通过行政的、法制的、经济的和社会的管理手段，对城市土地的使用和各项建设活动进行控制、引发、调节和监督，使之纳入城市规划的轨道，确保城市的建设和发展健康有序。本文通过城市规划管理在实施的过程中存在的一些问题进行原因分析，进而提出有效的解决措施，从而实现城市建设的可持续发展

Abstract: Urban planning management is specifically the city people''s government and its planning departments according to legal procedures of the circular of the urban planning related laws and regulations, and through the administrative, legal, economic and social management method, the urban land use and various construction activities, and regulate and control, cause supervision, makes into the orbit of city planning, and ensures that the city of the construction and development of healthy and orderly. This article talks through the urban planning and management in the process of implementation of the existing problems cause analysis, and puts forward effective measures, so as to realize the sustainable development of city construction

一、引言

城市规划的实施主要是通过城市各项建设的运行和发展来实现，因此，城市规划管理主要是对城市土地使用和各项建设进行规划管理，它是一种行政管理，具有一般行政管理的特点，是以实施城市规划为目标，行使行政全力的过程和形式。具体来讲，就是城市人民政府及其规划行政主管部门依据法定程序批转的城市规划的相关法律法规，通过行政的、法制的、经济的和社会的管理手段，对城市土地的使用和各项建设活动进行控制、引发、调节和监督，使之纳入城市规划的轨道，确保城市的建设和发展健康有序。城市规划管理是城市在建设和管理过程中的奠基石，也是确保城市的开发经营活动是否能协调进行、土地是否能合理利用的基础和前提条件，还是确保城市的社会和经济发展目标得以实现的重要途径。……
