摘要: 城市环境卫生管理是城市环境保护工作的重要内容之一，它的主要职责是遵循自然生态规律、客观经济规律和现代化城市建设与管理的要求，运用行政的、法律的、经济的、技术的等手段，对城市的空间环境卫生实行全方位的管理，维护城市环境的整洁，使城市环境卫生与城市的经济协调发展，不断满足城市人民对生活、工作环境质量的需要，保护人民身体健康。

Abstract: urban environment health management is the city of environmental protection work in one of the important content, its main responsibility is to follow the natural ecological law, objective economic law and modern city construction and management requirements, the use of administrative, legal, economic, technological means, to the city of space environment health implement omni-directional management, maintain the cleanliness of the urban environment, urban environment health and economic development of the city, satisfy the urban people''s life, work environment for the need of quality, and protecting the people''s health.

城市环境卫生是指城市公共空间环境的卫生整洁。环卫管理主要包括城市街巷、道路、公共场所、水域等区域的环境整洁，城市垃圾、粪便等生活废弃物收集、清除、运输、中转、处理、处置、综合利用，城市环境卫生设施规划、建设等。环境卫生是公共卫生的重要组成部分，是环境保护和社会可持续发展的重要内容，是现代文明城市的重要保证。

一、博乐市环境卫生管理现状

博乐市环境卫生管理处成立于1986年9月,隶属于市建设局，2011年经市政府批准，建制级别由股级升格为副科级单位-市容环境卫生管理局，隶属于博乐市建设局。现有正式职工44人,党员22名。一线环卫工314人，下设一室三队一场：办公室、清运队、清洁队、收费队、垃圾场。目前博乐市拥有垃圾清运车等环卫专用机械20多辆；拥有垃圾填埋场2座，距离市区２.５公里，占地面积1390亩。

二、博乐市环境卫生整治的必要性
