摘要:建设工程造价控制贯穿于项目的全过程，其中技术设计工作阶段对工程造价的影响最为突出。至初步设计结束,影响工程造价的程度为 75%；至技术设计阶段,影响工程造价的程度为 35%；而至施工开始,通过技术组织措施节约工程造价的可能性只有 5%～10%。可见，在设计阶段的造价控制是至关重要。本文针对设计阶段的工程造价控制提出最有效的控制措施。

Abstract: construction engineering cost control throughout the whole process of the project, including technical design phase to the project cost influence the most outstanding. To end the preliminary design, the degree of influence the project cost for 75%; To technology design phase, and the degree of influence the project cost for 35%; And to start construction, through the technology organization measures to save the possibility of engineering cost only 5% ~ 10%. Visible, in the design phase of the cost control is crucial. This article in view of the design phase of the project cost control raises the most effective control measures.

设计阶段的造价控制是目前投资者普遍控制的最薄弱的环节。本文结合国内工程造价控制的现状和个人的一些体会,对设计阶段的造价控制策略。

1．工程设计阶段造价控制的现状

强调限额设计。限额设计是工程建设领域控制投资支出,有效使用建设资金的重要措施,在一定阶段一定程度上很好地解决了工程项目特别是政府工程在建设过程中技术与经济的对立与统一关系。推行了限额设计的项目,设计单位在设计过程中才会时刻注重投资控制,自觉进行多方案的经济比较,从而提出最为经济适用的方案。

设计保守和华而不实。在我国,设计费的提取大部分仍采用“按设计概算总造价的百分比计取”的形式,在一定程度上刺激了设计人员提高总造价的基数,从而提高设计费,便出现了设计的保守和华而不实等现象。造成这一现象的原因除了设计费外,设计单位惟恐承担采用正常的设计所带来的风险也是一个很主要的方面,考虑工程项目的可靠性、适用性等过分谨慎,加大了案例系数。……
