摘要：随着农村经济的发展和农民物质文化生活水平的不断提高，农村住宅建设进入了新的发展时期，与此同时，因承载住房的村镇建设用地管理问题而引发的矛盾也日渐增多，村镇建设用地管理方面存在一些问题亟待解决，唯有如此，才能推动新农村建设和和谐社会建设进程。

Abstract: with the development of the rural economy and farmers material culture the continuous improvement of living standards, the rural residential construction entered the new developing period, at the same time, because of bearing housing towns construction land management over the contradiction of increasingly, also, the villages and small towns construction land management has some problems to be solved, but it is the only way to promote the new rural construction and harmonious society construction process.

新农村建设对农民生活条件，特别是居住水平提出更高的要求，而承载住房的村镇建设用地管理问题，因涉及面广，政策性强，是关系农村社会稳定和农村经济发展的一件大事。由于多种原因，村镇建设用地规划管理工作仍然存在一些不容忽视的问题，需要引起足够的重视并认真予以解决。

一、村镇建设用地规划管理中存在的问题

通过多年的基层乡镇工作经历和对村镇建设用地管理问题的研究思考，笔者认为目前村镇建设用地规划管理中主要存在以下问题：

（一）村镇规划编制跟不上经济社会发展的步伐，建设规划起点不高，与土地利用总体规划不相衔接，影响了基本农田的保护和村镇建设的发展。当前，农村经济社会发展日新月异，房屋建设数量不断增多，但许多的建设都是盲目无序的，究其原因，一个最为重要的方面是规划编制跟不上，要么纯粹没有规划，要么规划严重滞后，缺乏实际操作性，无法适应当前新农村的社会经济发展要求。同时，由于受土地政策的影响，农村集体土地无法按照统一规划的村庄建设用地落实到位，这就带来了规划用地与现实用地之间的矛盾。……
