摘要：近年来，城市规划与建设取得了令人瞩目的成就，而乡镇规划建设工作，特别是村庄和集镇建设，由于盲目扩张，忽视乡镇的独特文化及对生态环境的保护等问题，农民建房和农村生态环境亟待规范和保护，如何按照科学发展观，推进城乡统筹和区域协调发展，搞好新一轮乡镇规划建设工作，已是当前各级政府所面临的一项紧迫而艰巨的任务。

Abstract: in recent years, urban planning and construction has made remarkable achievement, and town planning and construction work, especially villages and market towns construction, because the blind expansion, ignore the unique cultural and township of the protection of the ecological environment, housing and rural farmers to regulate and protect the ecological environment, how to according to the scientific concept of development, promoting urban and rural and regional harmonious development, make good new town planning and construction work, already is the current government at all levels of facing an urgent and difficult task.

前言：

为了扎实推进我国农村的发展和改革，党的十六届五中全会做出了建设社会主义新农村的重大决策。近些年来的实践证明，新农村建设是解决“三农”问题的重要抓手，是实现农村小康社会的重要途径。党中央、国务院在《关于推进社会主义新农村建设的若干意见》一号文件中明确要求，“科学制定社会主义新农村建设规划，要按照统筹城乡经济社会发展的要求，把新农村建设纳入当地经济和社会发展的总体规划”，由此可见，统筹城乡发展，在进行城市规划的同时推进乡镇规划工作的开展显得十分重要。

所谓乡镇规划，是指根据一定时期社会、经济发展的目标要求，统筹安排乡镇各类用地和空间资源，综合部署各项建设，从而实现新农村经济和社会的可持续发展。《中华人民共和国城乡规划法》已于2008年1月1日起施行，这对于乡镇规划具有根本性的指导意义。近年来，全国各地在推进乡镇规划建设工作中取得了丰硕的成果，积累了很多可贵的经验，但与此同时，在实际的工作过程中也慢慢暴露了诸如管理不到位，乡镇建设盲目扩张，忽视乡镇的独特文化及对生态环境的保护等问题。……
