项目监理部重视安全监理体系建设，建立了整个工程的安全控制体系，将参建单位全部纳入其中，业主主抓、监理督促、施工单位主体负责，形成了各司其职的管理体系；组建安全管理机构，成立了安全监理领导小组，将监理部全体成员纳入安全监理体系，建立全员安全管理，人人参与安全监理。

危险源的重点监理控制，根据工程特点，分析确定了重点危险源，并作为监理安全的重点。主要从十一个方面着手控制：跨南港路、跨路港铁路、跨朔黄铁路、跨皮带长廊、跨电缆沟、跨30万吨油管、与中化交叉施工、高空作业、交通组织、临时用电、临边防护等制定具体方案措施。
