摘要：安全开采是非煤矿企业的管理核心。实现通风安全管理现代化是改变非煤矿安全的根本措施。利用科学技术结合非煤矿安全理论，使人—机—环境系统达到最佳安全状态，实现井下各用风地点的风量及有害气体浓度等井下工作环境时时刻刻得到监测监控，并能得到优化管理，为非煤矿井的安全生产创造了条件。矿井通风安全管理是非煤矿开采过程中的重中之重，通风状况的好坏直接影响到井下矿工的生命安全和生产效率。因此，要实现非煤矿井通风安全现代化管理，为矿工创造一个安全舒适的工作环境。

Abstract: The management is the core of the safe exploitation in non-coal mining enterprises. To achieve the modernization of ventilation and safety management is a fundamental measure to change the non-coal mine safety. Combination of non-coal mine safety theory and science and technology, to achieve the people - machine - environment system in the best security status, to achieve the air volume of underground wind location and concentration of harmful gas and other underground work environment was monitoring and control at all times, and it can get the optimal management, to create the conditions for the non-coal mine safety production. Management of non-coal mining process is the top priority of mine ventilation system, the condition of ventilation directly affects the lives and safety of the miners and production efficiency. 一、加强通风安全管理

通风安全管理是动态管理。非煤矿作业场所经常变化，不安全因素不可能完全预见，因此，在具体工作中应及时收集和处理各种信息，对生产环境的不安全因素进行分析，不断充实完善安全技术措施和管理制度，实现通风安全管理目标。

（一）计划管理

通风安全管理应根据矿井的地质条件、安全和开采技术条件而具体采取安全措施。编制计划主要依据是国家安全生产方针、矿井生产发展计划、技术装备、技术水平及通风安全技术资料。在编制年度和月生产计划的同时，必须根据矿井的实际条件，编制保证安全生产的通风、辐射、防火、防尘和降温等工作计划。根据计划要求合理分配资金、人力、物力，认真贯彻落实，无特殊条件变化应确保计划实现。……
