摘 要 上个世纪90年代末，河北省基本完成了所有地区从小学到初中的义务教育，使适龄儿童都能够走进校园免费接受教育。但是，不同地区之间、同一地区的不同学校之间、学校内部群体之间出现了非均衡发展趋向。此文从基础教育均衡发展现状进行分析，指出二元教育结构是导致河北省基础教育发展不均衡的根源，进一步分析由于经济发展和资源配置的不均衡导致基础教育不均衡。笔者提出相应的建议希望能对河北省基础教育均衡化发展做一些贡献。

Countermeasures of Balanced Development of

Basic Education in Hebei Province

Abstract In the late 1990s of last century, Hebei Province has finished the basic compulsory education of all regions from elementary school to junior high school-age children are able to go to school to receive free education. However, between different regions, between different schools of the same area within the school between groups of unbalanced development trends. Article from the balanced development of basic education, the status quo analysis, pointed out that the binary structure of education is the source of lead to the development of basic education in Hebei Province is not balanced. Further analysis due to the uneven economic development and resource allocation to basic education is uneven, I make recommendations accordingly to the past can make some contribution on the basis of Balanced Development of Education of Hebei Province.

基础教育均衡发展是社会发展的平衡器和稳定器，是教育的基本人权和教育平等的问题，是和谐社会的基本要素和实现途径。也即基础教育均衡发展的实现就是要实现教育的和谐全面发展。随着河北省经济的迅猛发展，人民生活水平进一步提高，人们对教育的期望值也越来越高，尤其是与每个社会成员都密切相关的基础教育，更是受到大家的高度关注。

1 基础教育均衡化发展的含义

通俗的讲，基础教育均衡发展主要是指地区之间、地区内部的学校之间、学校内部群体之间和各级各类教育之间的教育资源尤其是优质资源配置均衡。

2 河北省基础教育均衡发展现状及其影响因素

2.1 教育经费投入依旧不足且存在地区差异
