摘 要 基本普及学前教育是《国家中长期教育改革与发展规划纲要2010-2020》中提出的一个发展目标。而近年来，家长“入园难、入园贵”的抱怨声不绝于耳，不仅成为广大家长时刻萦绕心头的苦恼，也给政府造成了很大的压力。本文旨在对此现状探寻其成因，进而提出应对策略，以保证学前儿童入园率。

Abstract Popularize pre-school education is one target of "National long-mid-term education reform and development plan for 2010-2020". But more recently many parents complaining that kindergarten is too hard and expensive to enter and that troubled the parents and the government very much. The purpose of this article is to explore the causes of this phenomenon and to find out the countermeasure to ensure the percentage of pre-school children who enter kindergartens.

学前教育是我国国民教育体系的重要组成部分。“基本普及学前教育”是《国家中长期教育改革与发展规划纲要2010-2020》中提出的一个发展目标：即到2020年，全面普及学前一年教育，基本普及学前两年教育，有条件的地区普及三年学前教育。

以北京为例，从2007年到2009年，新生儿共有46万余人，而北京的各级各类幼儿园共有1266所，目前包括民办园在内的全市幼儿园在园人数为22万多人。按照现在的规模，仍有一半的孩子无法进入幼儿园。

当公立园变得越来越难“挤”进去的时候，“入园贵”成了家长们要面临的又一难题。以河南省部分市区为例：家长们如果想让孩子上理想的幼儿园，部分公立幼儿园会收取几千元甚至上万元的捐资助学费，而部分民办幼儿园每月上千的费用，也让大多数处于工薪阶层的家长备感压力。

针对此，国家出台了一系列缓解入园问题的政策，但是仍不乏少数社经地位较高的家长所谓的“入园难”指的是让孩子进入“名园”难，“入园贵”同样指的是入“好”的幼儿园贵。
