摘要: 水资源保护与可持续发展有密切关系。在以人为本,全面建设小康社会,构建资源节约型社会的今天,水资源保护将是可持续发展的主要领域之一,也是促进经济社会全面协调可持续发展,建设和谐社会的重要条件。可持续发展的观点是20世纪80年代在寻求解决环境与发展矛盾的出路中提出的，并在可再生的自然资源领域相应提出可持续利用问题。其基本思路是在自然资源的开发中，注意因开发所致的不利于环境的副作用和预期取得的社会效益相平衡。

Abstract: water resources protection and sustainable development has close relationship. In the people-oriented, the comprehensive construction affluent society, construct resources-conservation society today, the protection of water resources sustainable development will be the main areas, and also one of promoting economic harmonious and sustainable development of the society, the construction harmonious society's important conditions. Sustainable development view is in the 1980 s in the solutions to the contradictory between environment and development in the way of the proposed, and in renewable natural resources are put forward for sustainable utilization of corresponding field. The basic idea is in the exploitation of natural resources, paying attention to the development of the environment caused by not because of the side effects and expected obtained social benefits of balance.

前言

在水资源的开发与利用中，为保持这种平衡就应遵守供饮用的水源和土地生产力得到保护的原则，保护生物多样性不受干扰或生态系统平衡发展的原则，对可更新的淡水资源不可过量开发使用和污染的原则。因此，在水资源的开发利用活动中，绝对不能损害地球上的生命支持系统和生态系统，必须保证为社会和经济可持续发展合理供应所需的水资源，满足各行各业用水要求并持续供水。此外，水在自然界循环过程中会受到干扰，应注意研究对策，使这种干扰不致影响水资源可持续利用。

一、水资源保护与可持续发展的关系在《中国21世纪议程》中就充分体现在努力寻求一条人口、经济、社会、环境和资源相互协调可持续发展的道路，然后为全面推动可持续发展的实施,又制定了《中国21世纪初可持续发展行动纲要》,更进一步明确了战略目标、基本原则、重点领域和保障实施,而水资源被定位于资源中的首位。……
