[摘要] 国家基本药物制度自启动实施以来，已取得了明显进展，对促进我国医药事业的健康发展、规范药品管理、实施临床合理用药产生了深远影响，但也出现了一些问题，如基本药物的集中招标采购不够规范，没能有效合理地解决药品价格虚高问题，甚至一些地区产生了药品断供、缺货等新的问题，对基本药物制度的实施效果产生了影响，同时也对群众的受益程度产生了影响。本文将结合我国国情，从药品监督管理部门的角度就如何推动我国基本药物制度展开讨论。

Investigation on the supervision of national essential drug system

[Abstract] National essential drug system has achieved considerable progress since implementation. It has the profound influence on promoting health development of China medicine careers, regulating medicine management and implementing clinical rational drug use, but it also appears some problems such as essential drug pooled-procurement is irregular and the solution of virtual-high medicine price is ineffective, even new problems of drug outages and stockout has occurred in some place. These problems affect the implementation effect of essential drug system and the benefit degree of masses. According to our national's conditions, this article discusses how to promote the national essential drug system from the angle of supervision administrative department.

根据《关于建立国家基本药物制度的实施意见》、《国家基本药物目录管理办法（暂行）》和《国家基本药物目录（基层医疗卫生机构配备使用部分）》（2009版，以下简称《目录》）等相关规定，基本药物是指适应我国基本医疗卫生的需求、剂型适宜、价格合理、能够保障供应且公众可公平获得的药品。我国国家基本药物制度是对基本药物目录制定、生产供应、采购配送、合理使用、价格管理、支付报销、质量监管、监测评价等多个环节实施有效管理的制度。这项制度是我国核心的药物政策之一，也是确保公众获得基本药物的一种重要手段。基本药物制度是国家政府从其权威性角度对药品质量、功效等方面向公众做的一种承诺，以最大限度地满足和保证公众的用药需求及合理用药，使国家有限的卫生资源得到充分利用，从而促进我国的医疗卫生体制改革。……
