交通产品认证期盼加大政策推动力度

近年来，随着交通运输业的迅猛发展，大量交通产品涌入交通建设和道路运输市场。据有关机构调查显示，交通建设领域和运输领域的产品质量并不能令人满意，交通产品质量亟待提高。业内人士认为，产品认证是国际通行的质量管理的有效手段，也是国家和政府积极推行的产品质量管理手段，可以从源头上确保产品安全，规范市场行为，促进产品质量的提高，应积极推进交通产品认证。目前，交通运输业已经建立了“政府指导、社会监督、认证机构组织实施、检测机构技术支持”的交通产品认证工作体系。但与其他行业相比，刚刚走过了三个年头的交通产品认证工作还相对比较滞后，远远不能满足交通运输业的发展需要。交通产品认证的发展，还需要相关各方的共同努力。

汽车喷烤漆房着火的背后隐忧

汽车喷烤漆房的认证历程是我国交通产品认证发展的一个缩影。由于缺乏有效的质量管理和控制手段，汽车喷烤漆房着火一直是困扰汽车修理业的一大隐忧。2009年北京市将产品认证引入汽车喷烤漆房市场后，取得了显著成效。

汽车喷烤漆房失火的频率之高令人震惊。用百度搜索“汽车烤漆房”：从今年1月至今，汽车喷烤漆房着火事件近10起，遍布上海、北京、山西临汾、山西太原福建福州、广西桂林、浙江慈溪、山东青岛等地。汽车喷烤漆房最早时是需要进口的，大概二、三十万元一个，现在主要是国内自己生产。据悉，一个符合标准的汽车喷烤漆房，仅材料成本就要6万元，而现在的卖价只有区区2万元，其产品质量如何不言而喻。

为降低成本，汽车喷烤漆房的质量安全往往被忽视。大部分企业对安全问题认识不足，安全评价工作重视不够。有为数不少的企业认为喷烤漆房不存在安全问题或不会发生安全事故；还有的企业存在侥幸心理，总认为喷烤漆房用了多少年了，都没有发生事故，不会发生事故；再有就是企业存在观望心态。汽车喷烤漆房的频频失火，在很大程度上是价格竞争的恶果。由于没有认证，没有准入，只能走价格竞争，价格竞争的结果就是粗制滥造。正因如此，2009年北京市运输管理局明确提出对北京市汽车维修企业使用的汽车喷烤漆房实施交通产品认证管理，并将其列为准入措施，只有获得汽车喷烤漆房认证的才可进入北京汽车修理业。这在全国是首例，起到了一定的示范效应。目前北京市正在积极推进汽车喷烤漆房的认证工作。

作为所有交通建设工程和运输装备质量的源头，安全优质可靠的交通产品是交通运输行业追求的终极目标。由于交通基础建设和交通运输的快速发展，规范交通产品市场，加强对交通产品的质量管理和控制成为必然。这其中，产品认证是不可或缺的重要环节。

产品认证是国际通行的规范市场和质量管理的重要手段。交通产品认证是认证机构依据技术标准和产品认证实施规则，证明产品持续满足相关技术规范和标准的合格评定活动。建立和实施交通产品认证制度，对从源头上控制交通产品质量，杜绝劣质交通产品进入交通建设和运输市场具有重要意义。

他山之石可借鉴

目前，我国产品认证做的比较成熟的行业是铁路、公安和家电。

据了解，为了保证铁路产品认证机构的公正性、实效性，有效地利用现有的铁路产品质量监督检验系统的检测能力和铁道行业技术标准作为支持条件，铁路产品认证采用 “铁路产品认证管理委员会+中铁铁路产品认证中心”的组织结构形式。管委会是铁路产品认证中心的管理机构，委员充分考虑了代表的权威性和广泛性，由铁道部有关部门、铁路运输企业、铁路产品的生产、研发、认证、检测单位的代表组成，负责管理、监督、协调铁道行业产品认证工作。管委会最高权力机构属全体委员会议，管委会机构、职责和工作程序由《铁路产品认证管理委员会章程》规定。认证中心具备独立法人的资格，实行管委会领导下的主任负责制，按国家批准的《强制性产品认证产品目录》和管委会通过的《自愿认证产品目录》具体实施产品认证，并接受国家认监委和认可机构的监督。而公安行业主要是从国家层面出台一些措施强制对相关产品进行认证。例如消防，2009年5月1日起实施的新修订的《中华人民共和国消防法》明确了消防产品监督管理制度，规定国家对消防产品实行强制性产品认证制度。

美国对铁路产品认证有着严格的规定和举措。美国铁路运输管理十分分散，全国有大小铁路运输公司近500家，主要的铁路运输公司有8家，铁路设备生产制造商大约有500多家。为此，美国政府制定了有关法律、法规，在全行业统一了运输及设备的安全标准和技术标准，由北美铁路协会(AAR)等民间技术权威机构承担其技术标准和产品质量认证工作。为了保证铁路运输安全，提高设备质量，AAR专门成立了质量保证委员会，负责对铁路设备制造厂商质量保证的认证工作。铁路设备制造厂商生产的铁路用品和设备要进入铁路运输公司，必须经过两个步骤：厂商必须事先向AAR申请，由AAR对其产品进行性能试验，产品符合有关技术标准和规范的要求，就取得了技术认证；厂商投入批量生产，必须向AAR申请质量保证体系认证，取得AAR质量保证体系认证合格，才有资格和可能与铁路运用部门签订订货合同。发证针对具体产品进行，有效期为3年，其间每年再监督检查一次，生产多种产品的制造厂商有可能获得多个证书。美国AAR的产品质量认证制度有效地保证了铁路运输的安全和质量。

在我国，交通产品认证由于开展时间短，还处在边实践、边探索的阶段，可以参考其他行业的成熟做法，根据交通运输行业的实际情况，摸索出适合行业发展需要的产品认证制度。

目前，经国家认监委批准，中国船级社等两家机构承担交通产品的认证工作。交通产品认证业务覆盖公路、水路运输各主要业务领域，已开展汽车维修设备、筑路机械设备、工程机械设备、道路桥梁材料和构件、防污染设备和材料、营运车船、节油产品等交通产品认证。

亟待加大政策推动力度

在交通产品认证的实施过程中，对认证的必要性和重要性认识不足，不重视认证是影响交通产品认证发展的最主要的原因。同时由于没有强制性或引导性政策措施，没有对企业做不做认证形成约束力。相关政府部门应充分发挥政府部门的引导、推动和监督作用，尽快出台一些引导性政策措施，鼓励企业主动去申请认证，进一步推动交通产品认证工作，为实现交通运输又好又快发展服务。

据悉，如何进一步推动交通产品认证的发展，一直是交通运输部重点关注的问题，并进行过多次调研。今年，交通运输部将继续贯彻落实国家《质量振兴纲要》、《国务院进一步加强产品质量工作若干问题的决定》及《国务院办公厅关于加强产品认证认可工作的通知》等文件精神，根据交通运输行业发展需要，在交通工程建设质量、交通安全、节能环保等方面加强认证工作。

业内人士认为，一些企业对交通产品认证认识的不足，需要出台政策进行引导，关键是怎么引导。例如在招投标环节中引入产品认证，把产品认证作为加分因素，经过认证的产品可以获得加分，从一定程度上调动企业的积极性，推动产品认证的发展；还可以成立类似于铁路产品认证管理委员会的交通产品认证管理委员会等。总之，应该在借鉴其他行业的成熟经验和成熟做法的基础上，根据交通运输行业自身特点，从国家和行业发展的大局出发，加大力度，推动交通产品认证的快速、健康发展。

The transportation product certification is an effective measure to quality management and control for relevant products of transportation industry. To build and carry out the certification system for transportation products is of great significance to control the quality of transportation products from source and prohibit poor-quality transportation products entering the market of transportation construction. For the present, transportation industry has built its transportation product certification system featuring “governmental guidance, social supervision,certification body organizing implementation and testing body providing technical support”, but compared with other industries, the transportation product certification work has just undergone three years and relatively lags behind, far from meeting the demands of transportation development. The development of transportation product certification still needs common efforts from various interested parties.

Due to the rapid development of transportation infrastructure construction, it is necessary to regulate the transportation products market and to strengthen the quality management and control of transportation products. As the source of all transportation construction projects and quality of transport equipment, safe and high quality and reliable transportation products are the final goals pursued by the transportation industry. In this process, product certification has become a most important and indispensable part. Certification is the internationally adopted important means of market regulation and quality management. However, due to people’s failure to realize the importance of traffic product certification, lack of initiative and the short development of traffic product certification, it has not produced a comprehensive influence in the industry, which leads to the development of traffic product certification lagging behind the whole industry development. At present, China has taken combating climate change as an important strategic goal of the national economic and social development and called on the whole country to develop green economy, low carbon economy and circular economy, save energy and reduce emission and improve energy efficiency.Under such circumstances, developing traff i c product certification will play an important role in ensuring the quality of traffic products, especially energy saving traff i c products, and in promoting the development of whole transportation industry.

It is reported, how to promote the development of traff i c product certification has been a key concern of the Ministry of Transport, which has done many studies.This year, energy-saving traff i c product certification will be one of the key steps promoted by the transportation industry in 2010 for energy conservation and emission reduction. Industry sources think that it is necessary to provide policy guidance and direction because some enterprises still do not recognize traff i c product certification very well. We should draw lessons from other industries’ mature experiences and methods,and based on the specific features of transportation industry, establish a traff i c product certification system taking into consideration the industry features from the country’s overall situation and industry development.Product certification is a market behavior, but needs the government’s policy support.
