Abstract：Thisstudyadoptsbibliometricand visualization methodstosortoutandanalyzetheliteraturedatainthefeldof inteligentsocial govermanceinChinaandabroadfrom2015toO24，todevelpananalyticalframeworkforinteligentsocial governanceresearchand practice，and toexplain theexperienceand future development directionof panoramic intellient social governance research and practice.The study finds that both domestic and international intelligent social governance researchandpracticeisunginstitutions generallshowcharacteristicssuchaslowdensityandhighfragmentation，butChina's overallissuingoueisowandtescourseintinteatioalseachssteissing.omesticvoutioadactice of intellgent social governance show distinctive Chinese local characteristics，butstillneedtobeimproved intheareasof digitaleadershipofteartyultisiplayosesearch，ocyuppotadjecierticipatioomprsesk management，developmentoflawsandregulationsprotectionofideology，andtalentcultivation.Theresearchandpracticeof inteligentsocial governancein foreigncountries haveformedafive-module integratedresearch framework，butthereisalack of solutionsinrural govemanceandoverallnationalsecurity，aswellasalackoftop-downsystematicresearch programson intelligentsocialgovermance.Thestudyaims topromote intelligent technologiestobreak through theapplicationboundary， accelerate thetransformationofsocialgovermanceinthenewera，improve theeffectivenessofsocial governance，provide basicsupportfordeepeningtheresearchonintellgentsocial governance，andprovidereferablesolutionsforthesustainable development of new quality productive forces in the field of social governance.

社会治理理念源于中国现代化发展理念，由管理到治理，一字之差背后体现的是理念、方式和制度的变革。[]在新时代发展理念下，社会治理智能化成为技术理性下社会治理的再诠释和再构造。社会治理智能化研究是社会治理的关键领域，旨在达成社会治理提质增效与技术赋能二者有机耦合的目标。社会治理智能化有利于打破数据孤岛和时空壁垒，实现技术之治与社会之治的统一，推进社会治理体系创新，提升社会治理效能，激发社会发展活力。［2]国内关于社会治理智能化的研究多聚焦于模式体系、法治内容及科技支撑等方面。如孟天广等人运用大数据技术构建整体化、系统化的社会治理体系和网络化、智能化的社会治理模式。［3]杨述明等人认为在社会治理智能化背景下，转变政府职能、调适政府结构、提升政府能力可以更好地解决政府治理体系与治理能力的考验与挑战。［4]何继新等人提出基层社会治理智能化亟须构建系统性逻辑体系和创新型运营机制。[5］同样周汉华等人认为社会治理智能化的法治建设层面应从社会治理要素的数据化、社会治理数据的汇聚化、社会治理规则的算法化以及社会治理机制的共治化等四个维度推进。［]此外张成岗等人提出社会治理方式智能化是科技支撑社会治理现代化内涵的五大维度之一。［7]

国际上关于社会治理智能化研究这一命题尚未有完整定义，研究更侧重智慧城市建设及技术性应用等领域。……
