Abstract：Basedonthebackgroundofdata factorization，thispaperexplores thepracticalpathofrealizingtheeconomic valueofarchivaldata.Thisstudyfrstcombines policysupportforrealizing thevalueofthedataeconomyaswellaspractical andtheoreticalexplorationbytheindustryandacademia.Itpointsoutthattheresearchontheeconomicvalueofarchival dataisanew focus anddirection for thedevelopmentofarchival theoryandthetransformationofarchival undertakings inthe digitalenvironment.Secondly，itpointsoutthat therealizationoftheeconomicvalueofarchivaldataincludes indirectfomsof empowering busineses and direct forms of forming data products for market circulation and transactions.Finally，the DRAC modelisusedtoexplorethedirectformofrealizingtheeconomicvalueofarchivaldata，revealingtheevolutionlogicinwhich archival dataavailabilityandusabilitycanbeachieved troughstructuralstandardizationintheresouceutilzationstage，data liquiditycan bereleasedthroughpropertyrightsconfirmation and market-oriented transactions intheasset-transformation stage，andthedatavalue-addingpropertycanbeactivated trough financialinstrumentinovationinthecapitalizationstage. Combined withpracticalobstaclesand influencing factors，the potential strategies ofarchival departments intheprocessof realizing the economicvalue of archival dataare considered.

档案学的强应用属性决定了其理论研究及实践推进同社会发展及技术革新之间存在密切关联。当今各行业信息化建设进程加快，基于模型驱动、数据驱动的业务系统发展态势蓬勃。业务模式从对传统工作的简单电子化模拟向更深层次的数据化需求转变，档案学研究对象因此向细粒度的数据聚焦，“档案数据”的概念也在此背景下逐渐清晰。不同于早期理论界及业界对档案数据一词的模糊运用，当前档案数据的内涵更贴合数字化环境中的讨论场景。近年来，数据被列为第五大生产要素，其经济价值由此在政策上得以确立。宏观层面将数据确立为新型生产要素，标志着数据在驱动经济发展中的基础性作用得到国家政策层面的确认，这为包括档案数据在内的各类数据资源实现其潜在经济价值提供了重要的制度环境和方向指引。然而，需要明确的是，“数据”作为生产要素是一个集合概念，其价值实现具有高度的场景依赖性和条件约束性。并非所有数据都天然具备或能够直接转化为现实的生产力要素。数据的要素属性及经济价值的充分释放，取决于其内在质量、应用场景、流通机制以及必要的加工处理过程。同理，档案作为具有特定法律定义和保存价值的历史记录，其存在形式虽然符合数据的广义范畴，但这并不意味着所有档案都自然具备生产要素属性或能直接实现经济价值。档案数据能否有效融入数据要素市场并发挥经济效能，关键在于其是否具备可流通、可计算、可复用的特质，并能够满足特定场景下的需求。……
