The specifications clarifydiferentiated inspection cycles and testing items for equipment of varying risk levels to strengthen supervision of high-risk devices，and strictly stipulatethe professional qualificationsof evaluationand testing institutions and personnel.This research provides scientific evidence and operational guidelines for medical institutions andregulatory authorities，to enhance safetyof medical electrical equipment，reduce risksof medical accidents，and promote the standardized development of healthcare industry.

0 引言

医用电气设备作为现代医疗体系的重要支撑，广泛应用于疾病诊断、治疗和监护等各个环节。从基础的血压计、心电图机，到复杂的CT扫描仪、核磁共振成像设备等，这些设备为医疗工作的精准化、高效化提供了有力保障，极大地推动了医疗技术的进步。在实际使用中，医用电气设备的安全问题却不容忽视[1-2]

随着设备使用年限的增加、使用环境的差异以及操作人员的熟练程度不同，医用电气设备存在着诸多安全隐患。电气故障可能导致设备漏电，危及患者和医护人员的生命安全；机械故障可能影响设备的正常运行，造成诊断错误或治疗中断；软件故障则可能引发数据错误或设备失控等问题。这些安全隐患不仅会对患者的健康造成直接威胁，还可能引发医疗纠纷，影响医疗机构的正常运营[3-4]

目前，虽然国家和行业层面出台了一系列关于医用电气设备的安全标准和规范，但大多侧重于设备的设计、生产和出厂检验环节，对于设备在使用过程中的安全风险评价缺乏详细且针对性强的规定。不同地区的医疗机构在设备管理水平、人员技术能力以及设备使用频率等方面存在较大差异，现有的通用标准难以满足实际需求。因此，研究构建一套科学、完善的在用医用电气设备安全风险评价技术规范迫在眉睫[5-6]

构建在用医用电气设备安全风险评价技术规范具有重要的现实意义。在医疗安全层面，能够及时发现并消除设备潜在的安全风险，确保设备的安全可靠运行，为患者提供安全的医疗环境，降低医疗事故的发生概率。……
