Progress and Study on Standardization of Maneuvering Test for Manned Submersibles

Abstract：The maneuvering test in reality plays a vital role in accurately assessing the performance of manned submersiblesand safeguarding the safety of crewand equipment.This paper sorts out the national clasification society norms and national standards with respect to current maneuvering test for manned submersibles. It explains thesignificanceofachieving internationalstandardizationintheindustryandanalyzesthedevelopmentprogress，key research content andtechnicalroutes of this international standard.Itenables the technical personnelinthe fieldto keepup with the development trends of maneuvering teststandards inreality.The relevantinternational standardizationpromotion processes and approaches involved can also provide reference for international standardization workers.

2025年3月5日，十四届全国人大三次会议开幕。深海科技作为新兴产业的重要组成部分，首次科技领域的重要装备，是一种专为人类设计的潜水设备，其核心特征是直接容纳并确保乘员在开展下潜活动期间的安全。而载人潜水器的实艇操纵性是指保持或改变其航速、姿态和深度等运动性能的能力，主要包括不操作控制装置时的动态稳定性以及操作控制装置时的机动性[2]。良好的操纵性是保证载人潜水器下潜安全、充分发挥其技术性能、顺利完成水下工作任务的基本要求。因此，研究制定统一明晰的载人潜水器实艇操纵性试验准则，规范化开展各项实艇操纵性试验，实现试验数据的有效记录，对准确评估载人潜水器性能、保障乘员和装备的安全，起到至关重要的作用。

1 已发布的相关标准内容

通过文献调研、梳理分析，截至目前与载人潜水器实艇操纵性试验相关的标准或规范，主要来自各国船级社关于潜水器建造和入级方面的规范和一项对应的中国国家标准，相关汇总信息见表1所示。
