摘 要： 校企地党建共同体融合发展是新时代基层党建工作理念追求的产物，也是高校党建创新亟需解决的现实问题。论文从新时代经济社会发展对高校党建要求出发，论证了校企地党建共同体融合发展的必然性；从高校党建自身发展需求出发，探讨了校企地党建共同体融合发展的必要性；以浙江理工大学的探索为个案，从协同理论的视角分析了校企地党建共同体融合发展的可行性与内在逻辑，提出可以从目标协同、主体协同、载体协同和路径协同等方面着手，切实提升党建共同体建设的成效。

Zhejiang Sci-Tech University as an example

Abstract：  The integrated development of the university-enterprise-local government party building community is the product of the pursuit of the concept of grass-roots party building in the new era， and is also a practical problem that needs to be solved urgently in the innovation of party building in colleges and universities. Starting from the requirements of the economic and social development in the new era for the party building in colleges and universities， the paper demonstrates the necessity of the integrated development of the party building community in colleges and universities， enterprises and local governments， and discusses the necessity of the integrated development from the development needs of the party building itself in colleges and universities. Taking the exploration of Zhejiang Sci-Tech University as an example， this paper analyzes the feasibility and internal logic of the integrated development of the university-enterprise-local government party building community from the perspective of synergy theory， and proposes that the effectiveness of the party building community can be effectively improved from the aspects of goal synergy， subject synergy， carrier synergy and path synergy.

習近平总书记在中国共产党第二十次全国代表大会上所作的报告中强调，“必须持之以恒推进全面从严治党，深入推进新时代党的建设新的伟大工程”，要“把基层党组织建设成为有效实现党的领导的坚强战斗堡垒”［1］。这一论断为党的建设提质增效、进一步建立新时代党建高地提供了方向指引和遵循原则。高校党建工作是党的建设伟大工程的重要组成部分。《中国共产党普通高等学校基层组织工作条例》明确提出，高校党的建设要与“人才培养、科学研究、社会服务、文化传承创新、国际交流合作等深度融合，为高校改革发展稳定、完成党和国家重大战略任务提供思想保证、政治保证、组织保证”［2］，新时代融合发展成为高校党建的新使命、新要求。……
