摘要：中国关于土地方面的制度改革一直在进行，而土地流转是土地改革制度发展的重中之重。文章从自然资源、GDP、农民人均收入、劳动力转移人数、种植补贴、医疗与教育等方面分析了黑龙江省桦南县大八浪乡社会经济发展现状，介绍了大八浪乡的土地分布情况和土地流转规模以及土地流转特征。选择土地流转面积、农民人均收入、劳动力转移人数、土地流转租金为影响因素进行回归分析，建立经济模型，最终得出农民人均收入、劳动力转移人数、土地流转租金对土地流转面积的影响为正相关。随着农民人均收入与劳动力转移人数的增加，土地流转面积也会随之增加。最后针对大八浪乡土地流过程中的问题，从培养农民的法律意识及培育多元产业等方面提出了对策建议。

Current situation and development trends of rural land circulation in Dabalang Village， Huanan County， Heilongjiang Province

Abstract： Chinas land system reform has been going on， and land transfer is the top priority of land reform system development. This paper analyzed the current situation of social and economic development in Dabalang Village， Huanan County， Heilongjiang Province， covering the aspects of natural resources， GDP， per capita income of farmers， the number of labor transfers， planting subsidies， medical care， and education， and introduces the land distribution and the scale of land transfer and the characteristics of rural land transfer in Dabalang Village. Four factors including the area of rural land transfer， farmers per capita income， the number of labor transfers， and land transfer rent were selected for regression analysis， and the economic model was established. Finally， it was concluded that the impact of farmers per capita income， the number of labor transfers， and land transfer rent on the area of rural land transfers were positively correlated. With the increase of farmers per capita income and labor transfer number， the area of rural land transfer will also increase. Finally， in view of the problems in the process of rural land flow in Dabalang Village， the author put forward his suggestions from the aspects of cultivating farmers legal consciousness and cultivating diversified industries.

黑龍江省桦南县大八浪乡总面积91 km2，其中耕地2万余hm2，主要种植玉米、大豆、水稻等农作物。乡办企业有铁木加工厂、粮米加工厂等， 1992年乡企总产值为1 038万元。全乡有11个村：大八浪、大鲜、九里六、达连泡等，其中大八浪村以党支部带头建立了合作社，以新式模式经营——党支部与合作社，并带动贫困户一起运行的模式，每年经济收入近20万元，共帮助75户贫困户累计139人。

随着大八浪乡经济的发展，劳动力转移人数不断增加，与此同时，土地流转规模也在不停加大。……
