摘 要：中国新能源汽车行业从无到有，并迎来高速发展。自2010年新能源汽车被国务院确定为七大战略性新兴产业之一后，行业于2014年开始进入高速增长通道，伴随着2018年開始的政策性退潮，新能源汽车进入从2.0到3.0的过渡阶段，由政策驱动向市场驱动转变，新能源汽车的快速发展也伴随着系统软件更新的一些问题，比如充电桩分布的合理性、管理系统的全面性以及APP的设计等问题，针对以上问题，探讨新能源汽车的数字化监管软件技术。

Exploration of Digital Supervision Software Technology for New Energy Vehicles

Abstract：China's new energy automobile industry has emerged and ushered in rapid development. Since 2010 new energy vehicles were identified by the State Council as one of the seven strategic emerging industries. The industry began to enter a high-speed growth channel in 2014. With the policy ebb that began in 2018， new energy vehicles entered the transition stage from 2.0 to 3.0， from policy-driven to market-driven transformation. The rapid development of new energy vehicles is also accompanied by some problems of system software updates， such as the rationality of the distribution of charging piles， the comprehensiveness of the management system and the design of APP. In response to the above problems， the article discusses the digital regulatory software technology for new energy vehicles.

1 引言

近年来，新能源汽车行业爆发式增长，中国已经是全球最大的新能源汽车市场。但机遇与挑战并存，我国新能源汽车市场在表现出巨大生命力的同时，新事物的发展也带来许多新问题，新能源汽车数字化监管的规范性迫在眉睫。

有学者认为绿色能源、智慧城市、共享汽车、自动驾驶等一些全新的概念正在颠覆传统的汽车行业，新能源汽车的发展将迎来新的增长点，但需要政府作为监管者进行保驾护航[1]。

2021世界新能源汽车大会（WNEVC）大会上，海南省工信厅相关负责人介绍，2016年以来，海南围绕新能源汽车推广，在研发生产、购置补贴、使用运营、充电基础设施建设等各个环节已累计出台了40多项配套政策，全省新能源汽车推广的政策激励和约束监管体系日趋完善。

虽然随着新能源汽车的快速发展，依附的各项技术也在快速发展，但是目前新能源汽车的监管体系尚未完全得到完善，特别是监管系统和充电设施APP存在的问题并未都得到妥善解决。……
