摘 要：分析石家庄市对电动车自行车进行系列整治对交通运行的影响，有助于政策的實施和评估。本文首先通过问卷调查确定了电动自行车转换为公交出行的比例，然后依托石家庄市交通运行平台，通过调整交通出行方式的比例，分析了政策的实施效果。分析结果表明该项政策虽然不能从根本上解决城市交通拥堵的情况，但是可以在一定程度上缓解情况。

Traffic Operation Analysis of Licensed Electric Bicycles in Shijiazhuang

Abstract：This paper analyzes the impact of a series of rectification of electric vehicles and bicycles on traffic operation in Shijiazhuang， which is helpful for the implementation and evaluation of policies. This paper first determines the proportion of electric bicycles converted into public transport through questionnaire survey， and then analyzes the implementation effect of the policy by adjusting the proportion of transportation modes based on the Shijiazhuang traffic operation platform. The analysis results show that although the policy cannot fundamentally solve the situation of urban traffic congestion， but it can alleviate the situation to a certain extent.

1 引言

石家庄市的慢行交通群体庞大，电动自行车因其便捷性备受青睐，随着科技的进步，速度也在不断提高，不仅会影响道路正常运行，而且会有安全隐患。2021年石家庄市开始出台政策，实行电动车上牌照、限速25km/h和必须佩带头盔等管理措施。本文是分析措施生效后对交通运行的影响。

2 石家庄市交通出行方式宏观预测

目前国内主要是应用定性分析结合定量分析的方式进行交通预测，在宏观上先对未来国家的政策规定进行分析，总结其他发达城市的交通发展规律，并且结合相关城市比较分析，预测未来城市的交通结构，之后基于预测结果进行微观预测。本文因为条件有限导致资金与人员不足，只进行了石家庄市问卷调查，对2015年的调查数据进行修正，并以此对石家庄市2020年的交通出行方式进行宏观预测，大体确定出行方式结构。

（1）基础数据修正。通过问卷调查，于2022年4月29日对石家庄市主城区内共发放500份问卷，共回收465份问卷，其中有效率为93%，整理得出共享单车、共享电单车、网约车和地铁四种交通出行方式出行的转换来源，如表1、表2、表3和表4所示。……
