摘 要：档案开放历来是社会关注的热点，也是档案理论研究与实践工作的重点和难点。遵循从宏观到微观、从抽象到具体的逻辑脉络，从理念、制度、行动三个层面对档案开放进行研究。在理念层，应树立与数字时代发展同频的档案开放意识，强化协同融通的档案开放观念，坚持与人民同心同向的档案开放思想。在制度层，应构建有效衔接且关系顺畅的档案开放制度框架，以制度创新丰富档案开放制度体系的内容。在行动层，提出面向增量档案应在借力中形成合力，面向存量档案应注重通过情境分析破解瓶颈。

Research on Archives Opening： Idea， Institutional System and Action

Abstract： Archives opening has always been the focus of social attention， and it is also the key and difficult point of archives theory research and practice. Following the two logic branches from macroscopic to microcosmic， abstract to specific， the study is carried out at three aspects： advanced idea， institutional system and action. At the ideological level， it is necessary to establish the consciousness of archives opening in line with the development of digital age and strengthen the principle of archives opening with coordination and integration， and adhere to the archives open mind of solidarity with the people. At the institutional level， it is important to construct an effective connection and smooth relationship of the archives opening institutional framework， and enrich the contents of the archives opening institutional system with institutional innovation. At the action level， it is proposed that the incremental archives should form joint force in borrowing power， and the stock archives should focus on breaking the bottleneck through situation analysis.

新修訂的《档案法》秉持服务经济社会发展，让人民群众共享档案事业发展成果的价值取向，在扩大档案开放方面迈出了重大步伐。在档案工作不断走向依法治理、走向开放、走向现代化的进程中，档案开放机遇与挑战并存，必将更受关注。本文从理念、制度、行动三个层面出发，探讨新时代如何更有效地推进档案开放，将新修订《档案法》的价值取向转化为社会和人民群众可感知的有益成果。

1 档案开放理念的发展与创新

科学的开放理念是档案开放顺利实现的前提和保障。新的时代背景对档案开放提出了新要求，为顺应时代发展，档案开放理念也需不断创新发展。为此，通过树立与数字时代发展同频的档案开放意识、强化协同融通的档案开放观念、坚持与人民同心同向的档案开放思想，将有助于档案开放的深入推进。……
