摘 要：档案服务外包行业发展迅速，为进一步规范行业发展，提升档案服务外包质量，保障档案安全，需要制定一套档案行业标准对档案服务外包项目的监理工作进行引导和规范。文章在阐释制定《档案服务外包项目监理工作规范》必要性与可行性的基础上，分析了该规范应包含的监理工作总则、监理工作实施模型、监理工作支撑要素、监理工作主要阶段的目标与内容4个方面主要内容，并提出加强宣传教育、建立试点、开展专业评估、加强引导等实施策略。

A Study of the Establishment of Standards of Archival Service Outsourcing Project Supervision

Abstract： Archival service outsourcing is developing rapidly. In order to further standardize the archival service outsourcing industry， improve the quality of archival service outsourcing and ensure the safety of archives， it is necessary to formulate a set of archival standards to guide and standardize the supervision of archival service outsourcing projects. On the basis of explaining the necessity and feasibility of establishing Standards of Archival Service Outsourcing Project Supervision， this paper analyzes the four main contents of the standards including the general principles of supervision， the implementation model of supervision， the supporting elements of supervision， and objectives and contents of main stages of supervision work， and puts forward the implementation strategies such as strengthening publicity and education， establishing a pilot， carrying out professional evaluation and strengthening guidance.

1 引 言

監理工作是世界范围内开展工程建设、信息化建设项目所普遍采用的监督环节。监理可理解为“监督理顺”，即做好协调与协作工作，使各个方面的力量向着科学、合理、高效的方向发展，在国家法律、法规允许的前提下，促进建设单位和承建方的委托合同得以全面履行。[1]基于监理的基本含义，参考《建筑法》《建设工程监理规范》《信息系统工程监理暂行规定》（信部信﹝2002﹞570号）《信息化工程监理规范》等法规文本对监理的界定，结合档案行业自身特色，本文将档案监理定义为：具有合法资质的档案监理单位，依据国家有关法律法规标准、档案服务外包监理合同等，在档案服务外包项目实施的各阶段内对其开展的质量控制、经费控制、进度控制和合同管理、信息管理、安全生产管理以及协调主体间的关系，以确保档案服务外包项目高质量顺利完成。……
