摘  要：社区法律教育的开展在促进社区治理价值观重塑、推动社区治理制度创新、完善居民自治模式等方面发挥重要作用，社区法律教育是引导社区治理对象转变观念、融入城市、提升法律素质、实现善治的关键。社区法律教育能够与社区治理法治化有机契合，从多角度、多方面推进社区治理法治化的进程。新形势下推进社区法律教育与社区治理法治化融合发展，需要在基层党组织的領导下，依照社区的工作人员与居民的法律需求，各方联动，通过合理配置资源，提供法律服务等行为，共建共治，通过社区法律教育进行公众参与意识培养、制度优化等措施提高了公民参与有效性后，社区治理才有可能发挥真正效用，社区法律教育必须正视社区治理的实际、依据社区真正法律需求，与时俱进，才能真正融合发展。

Thoughts on the Integrated Development of Community Legal Education and Community Governance Legalization

—Take Louxing District， Loudi City as an Example

Abstract： The development of community legal education plays an important role in promoting the remolding of community governance values， promoting the innovation of community governance system， and improving the mode of resident autonomy. Community legal education is the key to guide the objects of community governance to change their ideas， integrate into the city， improve the quality of law， and realize good governance. Community legal education can organically fit with the legalization of community governance， and promote the process of legalization of community governance from many angles and aspects. To promote the integrated development of community legal education and community governance under the rule of law under the new situation， all parties need to interact under the leadership of grass-roots party organizations and in accordance with the legal needs of community staff and residents. Community governance can be truly effective only after measures such as rational allocation of resources， provision of legal services， co construction and co governance， public participation awareness training and system optimization through community legal education improve the effectiveness of citizen participation. Community legal education must face the reality of community governance， keep pace with the times according to the real legal needs of the community， In order to truly integrate development.

1社区法律教育对社区治理法治化的作用

社区治理法治化，简单来说是在依法治理社区的基础上推进依法执政、严格执法、公正司法、全民守法，将社区经济、政治、文化、社会等治理工作纳入建设中国特色社会主义法治体系，促进国家治理体系和治理能力的现代化[1]。通过将社区治理纳入法治化轨道，能够进一步强化法律的权威和地位，在全社会形成良好的法律氛围，使基层经济社会和谐稳定。

社区治理法治化的途径是多种多样的，在实践中发现，社区教育与社区治理法治化相融合，是一条有效的、可行的途径。……
