摘  要：本文基于沈阳市产业链、创新链、人才链、资金链融合发展的政策与现状，综合国内外学者对于“四链融合”研究情况，重点构建了创新链、人才链、资金链围绕布局产业链的“四链融合”运行机制，并进一步探究资源一体化平台建设框架，提出了政府相关政策促进“四链融合”的建议，为推进沈阳市科技创新、产学研协同作用的发展提供可行路径。

Research on the Fusion Development Path of Industrial Chain， Innovation Chain， Talent Chain and Capital Chain

Abstract： Based on the policy and current situation of the integrated development of industrial chain， innovation chain， talent chain and capital chain in Shenyang， this paper focuses on the operation mechanism of "four chain integration" of innovation chain， talent chain and capital chain around the layout of industrial chain， and further explores the construction framework of resource integration platform. It puts forward the suggestions of relevant government policies to promote the "four chain integration"， so as to provide a feasible path for promoting the development of scientific and technological innovation and the synergy of industry， university and research in Shenyang.

2016年中共中央国务院印发《国家创新驱动发展战略纲要》中指出，将科技创新摆在国家发展全局的核心位置，以行业中的佼佼者牵头形成高水平的研发机构，汇聚创新人才，并与科研单位联合布局创新链，突破重要产业的瓶颈，引领产业高质量发展，这是产业链、创新链、人才链“三链”融合的起始。在2017年国务院办公厅发布《关于深化产教融合的若干意见》中将教育链、人才链与产业链、创新链结合讨论，从产教融合的角度对“四链融合”进行探索。本文从区域经济的角度，探究沈阳市围绕产业链，布局人才链、创新链、资金链，形成“四链融合”的发展路径进行探究。

1  沈阳市“四链融合”的政策与现状

2021年上半年，沈阳市沈阳装备制造业与汽车制造业等优势产业以及信息技术产业等新兴产业加快产业链结构优化升级，初步建立“链长制”与“链主制”的工作格局。其中“链长制”由政府牵头研究和调度产业链的发展……
