摘  要：近年来，来陕留学研究生数量日益增多，其中“一带一路”沿线国家留学生数量占比超过半数。面对持续增长的来陕留学人数，若仅采用趋同管理，会致使部分留学研究生难以尽快适应来陕的校园生活;若仅采用柔性管理，容易使部分留学研究生逐渐陷入自由散漫状态。因此，有必要采用趋同管理与柔性管理相结合的留学研究生双元培养模式，确保留学硕士研究生学有所成。该文在来陕留学研究生双元培养模式内涵与作用分析的基础上，提出构建的具体措施，以便优化留学研究生培养教育管理。

Suggestions on the Construction of Dual Training Mode for Overseas Graduate Students in Shaanxi

Abstract： In recent years， the number of overseas graduate students in Shanxi is increasing， among them， the number of students from "The Belt and Road" countries accounts for more than half. Facing the continuous increase in the number of students studying in Shaanxi， if only use convergence management， it will make it difficult for some overseas graduate students to adapt to the campus life in Shaanxi as quickly as possible; If only use flexible management， it is easy for some overseas graduate students to gradually fall into a state of free and undisciplined. Therefore， it is necessary to adopt a dual training model combining convergence management and flexible management to ensure that overseas graduate students have achieved academic success. This article is based on the analysis of the connotation and function of the dual training model for overseas graduate students in Shaanxi， in order to optimize the education management of overseas graduate students.

“一帶一路”倡议带动诸多沿线国家留学研究生来陕学习，单一的趋同管理或者柔性管理由于其自身局限性已经难以满足新时期高校培养管理留学研究生的需要。因此，该文选取问卷调查法，以西安工业大学为调研对象，探讨其“柔性+趋同”双元培养模式举措和实现路径，以便为其他高校培养管理留学研究生提供参考意见。

1  双元培养模式的内涵：“柔性+趋同”

1.1 双元管理的定义及优势

所谓双元模式，指的是一种开展生产经营活动的企业作为一元，国家所设立的院校作为另外一元，两者联手合作培养高级技能人才的职业教育培养制度[1]。在德国职业教育双元模式下，学校与企业携手合作，二者强强联合，共同承担为国育才使命。……
