摘要：电力行业是传统能源消耗大户也是碳排放大户，“3060”碳中和目标的实施，对电力企业提出的新的挑战。电力企业面临着装机规模增大与碳减排的矛盾、新能源電源开发成本较高、需要适应新的碳市场模式、新能源电源稳定性及送出能力有待加强等一系列问题及挑战。为应对这些问题，电力企业应转变投资方向、降低新能源开发成本、加强碳市场研究开发、做好储能技术的研究。

Abstract：The electric power industry is a big traditional energy consumer and a big carbon emitter. The implementation of the "3060" carbon neutral target poses new challenges to the electric power enterprises. Power enterprises are faced with a series of problems and challenges， such as the contradiction between the increase of the scale of new energy and carbon emission reduction， the high development cost of new energy power supply， the need to adapt to the new carbon market model， and the stability and delivery capacity of new energy power supply need to be strengthened. In order to deal with these problems， power enterprises should change the direction of investment， reduce the cost of new energy development， strengthen the research and development of carbon market， and do a good job in the research of energy storage technology

1 碳中和政策背景

随着人类经济活动的日益发展，全球气候变暖问题逐渐严重。为应对气候变化，1992年签署的《联合国气候变化框架公约》提出了“共同但有区别的责任”原则，奠定了应对气候变化国际合作的法律基础。1997年签署的《京都议定书》首次以国际性法规的形势对发达国际温室气体减排做出明确要求，并引入了市场机制作为减少温室气体排放的新路径，催生出碳排放交易市场。2015年签署的《巴黎协定》奠定了2020年后全球温室气体治理的格局。

2020年9月22日，习近平在第75届联合国大会一般性辩论中提出：采取更加有力的政策和措施，CO2排放力争于2030年前达到峰值，努力争取2060年前实现碳中和。2020年12月31日，生态环境部印发《碳排放权交易管理办法（试行）》（生态环境部令第19号，自2021年2月1日起施行），对全国碳排放权交易及相关活动，包括碳排放配额分配和清缴，碳排放权登记、交易、结算，温室气体排放报告与核查等活动进行了规定。……
