摘 要：政策协调是新能源汽车产业发展的必由之路，而我国新能源汽车产业政策面临协同的失衡，这就需要政府转变理念，培育协同文化，重新定位政府所扮演的角色，科学的设计目标，重新构建政策的主体结构，从而才能有效地发挥新能源汽车产业政策协同效应。本文将对新能源汽车产业政策及政策协调进行分析，并对新能源汽车产业的发展提出意见和建议。

Discussion on the Coordinated Development of New Energy Automobile Industry Policies between Central and Local Governments

Abstract：Policy coordination is the only way for the development of the new energy automobile industry， and Chinas new energy automobile industry policies are facing an imbalance of coordination. This requires the government to change its concept， cultivate a collaborative culture， reposition the role of the government， and scientific design goals. Only by constructing the main structure of the policy can the synergy effect of the new energy automobile industry policy be effectively brought into play. This article will analyze the new energy automobile industry policy and policy coordination， and put forward opinions and suggestions on the development of the new energy automobile industry.

1 引言

在節能减排、低碳经济和汽车产业跨越式发展的大背景下，我国新能源汽车产业政策逐渐形成体系。以解决环保和能源短缺作为出发点的新能源汽车产业已经得到各国政府和学者的关注，他们从理论政策、技术环境等方面对新能源汽车产业进行了研究和论证。

2 新能源汽车的提出

2007年11月，国家颁发了《新能源汽车生产准入管理规则》，这是新能源汽车概念的首次提出，指出新能源汽车是以非常规车用燃料为动力源的先进技术，将汽车动力控制和驱动的先进技术相结合，形成先进的技术原理和新技术、新结构的汽车。新能源汽车分为混合动力汽车、纯电动汽车、燃料电池电动汽车、氢发动机汽车等五大类。这一现象标志着我国开始像对普通汽车一样，对新能源汽车的生产企业和产品实施了管理制度以及准入制度。在09年6月发布了《新能源汽车生产企业及产品准入管理规则》，这是对2007年发布的《新能源汽车生产准入管理规则》进一步的修改和完善，里面主要是对准入条件和管理做出了更加详细的细化和完善。……
