摘  要：高速公路土地资源管理平台的建设，对提高高速公路土地规划管理水平、充分发挥土地资源价值有着非常重要的意义。為实现对高速公路土地资源全面的统筹规划及管理，文章设计了高速公路土地资源管理平台总体架构，针对土地资源数据格式复杂、信息量大以及土地资源的评估缺乏数据支撑等问题，开展了数据采集、存储、管理技术研究，设计了基于基准地价修正法的高速公路土地资产价值评估算法，对后续高速公路土地资源管理平台建设，具有良好的借鉴和推广价值。

Design and Implementation of Expressway Land Resource Management Platform

Abstract：The construction of expressway land resources management platform is of great significance to improve the level of expressway land planning and management and give full play to the value of land resources. In order to realize the overall planning and management of the expressway land resources，the overall framework of the expressway land resources management platform is designed. Aiming at the problems of complex format，large amount of information of land resource data and lack of data support in land resource evaluation，this paper carries out the research on data collection，storage and management technology，and designs the expressway land asset value evaluation algorithm based on the land datum value method，which has good reference and promotion value for the subsequent construction of expressway land resource management platform.

0  引  言

随着我国国民经济的快速发展，交通运输在国民经济以及社会发展中占有十分重要的地位。高速公路作为交通运输的主动脉，近年来得到了高速发展，据不完全统计，我国高速公路通车总里程已达16万公里，稳居世界第一。高速公路土地资源统筹管理是全国高速公路的重要工作之一，在当前高速公路的迅速扩张与高速公路土地确权办证快速推进的背景下，高速公路土地资源后续开发利用、作价出资等经营管理工作日渐凸显，如果不能对其采取有效的管理对策，高速公路土地资源将得不到监管和开发利用，进而导致国土资源经济效益降低。当前形势下，如何进一步发挥高速公路土地资源优势作用，改变传统的高速公路土地资源管理方式，建立土地资源信息化管理平台，实现高速公路土地资源全面的统筹规划及管理，是高速公路建成后营运管理所面临的一项重要课题。……
