【摘  要】建设项目环保设施的竣工验收是“三同时”制度的重要内容，由之前的环保部门组织验收到现在企业自行组织验收，制度设计上发生了重大变化。目前，企业通常委托社会环境监测机构代为实施验收监测和编制监测报告。论文从自行验收的前期准备、自行验收的监测技术、验收报告的编制程序等方面展开论述，解析了其中的技术要领，旨在提高社会环境监测机构的业务技能，确保企业对建设项目竣工环保设施自行验收的质量满足后续核查的要求。

【Abstract】The completion acceptance of environmental protection facilities of construction projects is an important part of the "three simultaneous" system. From the previous acceptance organized by the environmental protection department to the current acceptance organized by the enterprise itself， significant changes have taken place in the system design. At present， enterprises usually entrust social environmental monitoring institutions to implement acceptance monitoring and prepare monitoring reports. This paper discusses the preliminary preparation of self-acceptance， the monitoring technology of self-acceptance and the preparation procedure of acceptance reports， and analyzes the technical essentials， with the aim of improving the business skills of social environmental monitoring institutions and ensuring that the quality of self-acceptance of completed environmental protection facilities in construction projects by enterprises meets the requirements of subsequent verification.

1 引言

企业事业单位的建设项目主体工程必须与污染防治工程的环保设施同时设计、同时施工、同时投产使用，这就是自1973年起实施了48年的“三同时”制度。可以说，“三同时”制度是伴随着我国环境保护工作同步确立和发展起来的，在我国环境保护工作中发挥了重要的作用。投产使用前设置了验收程序，对企业建设的环保设施进行验收，衡量环保治理设施的实际效果是否达到了最初设计的要求。

环保治理设施的验收，一度由各级环保行政管理部门负责。具体来说，验收是由环保局的环评审批部门在收到企业建设项目完工的试生产申请之后，批复由环保局所属的环境监测站在试生产期间进行环保设施的验收监测，并形成验收监测报告，再由批复试生产的环评审批部门组织技术专家和环评、施工等部门人员进行验收。……
