【摘  要】施工安全的管理及质量控制是保障水利水电工程能够顺利开展的基础，同时也是建筑企业未来生存与发展的重要保障，更是推动国家经济快速进步和保持社会稳定的重要前提。因此，论文就水利水电工程中施工安全管理和质量管理的现状进行阐述，并针对现状提出一些有效的管理措施，希望能够为相关从业者提供一些帮助。

【Abstract】Construction safety management and quality control is the foundation to ensure the smooth development of water conservancy and hydropower projects， but also an important guarantee for the future survival and development of construction enterprises， but also an important premise to promote the rapid progress of national economy and maintain social stability. Therefore， this paper expounds the current situation of construction safety management and quality management in water conservancy and hydropower projects， and puts forward some effective management measures in view of the current situation， hoping to provide some help for relevant practitioners.

1 引言

一个工程建设的质量在很大程度上影响着其开始建设的使用目标与安全问题，这一样适用在水利水电工程的建设。因此，在开展水利水电工程的建设期间，其施工中的安全管控具有十分重要的意义。工程建设的质量达到标准，有利于为我国的经济发展奉献出一份力量，确保其能够有序开展下去，并且满足人们对供电所提出的要求。因为科技的进步及生产力的提高，水利水电工程获得了很大程度的发展，但需要注意的是，在水利水电工程发展期间还存在很多的问题需要解决，特别是在水利水电工程施工期间的安全与质量问题，是水利水电工程领域的关键，只有合理管控施工安全与质量，才可以让水利水电工程更为稳定地发展。

2 水利水电工程施工安全管理和质量管理的现状

2.1 存在薄弱环节

水利水电工程的施工条件较为复杂、难度过高，再加上工序繁杂、周期偏短，使得施工作业者承受的压力较大。……
