摘要：分析了加快实施“陇薯入藏”行动计划必要性，针对西藏地区马铃薯产业发展现状及生产中存在的突出问题，阐明了“陇薯入藏”行动计划的发展思路与总体目标，提出“陇薯入藏”行动计划的发展建议。

Necessity and Suggestions of Plan of “Longshu” Potato into Tibet

Abstract：This paper analysised outstanding problems in the potato industry development in Xizang and necessity of the “Longshu” potato into Tibet， in view of the present situation of potato industry development and the outstanding problems existing in production in Tibet， the development ideas and overall objectives of the action plan were expounded， and put forward development advice for the “Longshu” potato into Tibet plan.

自2015年，農业农村部提出马铃薯主粮化战略，把马铃薯作为继小麦、水稻、玉米之后的第四大主粮作物[1 - 6 ]，为马铃薯产业的快速高效发展提供了新的机遇和活力。近年来，随着马铃薯主食化战略的深入实施，我国马铃薯产业出现前所未有的快速发展，种植规模稳中有升，单产水平大幅提高，适宜主食化加工的专用品种不断增多，加工业规模日趋扩大，马铃薯已成为目前最具发展潜力的特色农产品[7 ]。近年来西藏地方政府针对西藏地区农业生产发展现状和当地独特的地理及自然生态资源条件，大力发展马铃薯产业，使马铃薯初步成为继青稞、小麦、油菜之后的第四大新兴产业，为全区的脱贫攻坚顺利收官发挥了举足轻重的作用[8 - 9 ]。为进一步促进马铃薯生产健康、快速、持续发展，改变现阶段栽培品种结构单一、种薯质量不高、基地建设落后的被动局面，推动马铃薯产业转型升级，实现节本、提质、增效高质量发展的目标，结合甘肃省育成的高淀粉抗病马铃薯新品种适宜西藏地区种植的特点，现以实施“陇薯入藏”计划为契机，提出“陇薯入藏”行动计划的几点发展建议，以全面提升西藏地区马铃薯产业的核心竞争力。……
