【摘要】在进行市政工程建设的过程中，项目管理理论是市政工程实施过程当中不可或缺的重要部分。随着我国市政工程建设的不断发展和进步，相关人员在对工程建设经验不断总结，完善并创新新型项目管理理念。为保障工程项目顺利完成，就需要在整个工程项目的实施阶段全面贯穿项目管理理念。在此基础上，实现对施工建设单位的人力资源、财产资源有效应用。并且项目管理理论还可为市政工程项目开展过程当中的质量安全、施工进度以及成本控制等工作提供理论基础，大大提升市政工程项目的开展效率和质量安全，为市政工程项目建设企业带来良好经济效益，为我国城市市政工程施工开展打下良好基础。

【Abstrac】 In the process of municipal engineering construction， project management theory is an indispensable part of the implementation of municipal engineering. With the continuous development and progress of my country's municipal engineering construction， relevant personnel are constantly summarizing the engineering construction experience， perfecting and innovating new project management concepts. In order to ensure the smooth completion of the project， it is necessary to run through the project management concept in the entire project implementation phase. On this basis， the effective application of human resources and property resources of construction units is realized. In addition， project management theory can also provide a theoretical basis for quality and safety， construction progress， and cost control during the development of municipal engineering projects， greatly improving the efficiency and quality and safety of municipal engineering projects， and bringing good economy to municipal engineering project construction enterprises.Benefit，lay a good foundation for the construction of municipal engineering in our country.

1、項目管理理论概述

1.1市政工程项目包括的范围

（1）河湖水系工程。包括河道、桥梁、引（排）水渠、排灌泵站、闸桥等水工构筑物等。

（2）道路交通工程。包括道路、立交、广场、交通设施、铁路及地铁等轨道交通设施。

（3）街道绿化工程。包括行道树、灌木、草坪、绿化小品（如街道绿化中的假山石、游廊、画架、水池、喷泉等）。

（4）架空杆线工程。包括不同电压等级的供电杆线、通信杆线、无轨杆线及架空管线等。

（5）地下管线工程。包括供水、排水（包括排雨、污水）供电、通信、供燃气、供热等管线工程及特殊用途的地下管线和人防通道等。

1.2市政工程项目管理的概念

市政项目管理理论是应用科学的管理方式、有效的成本控制手段、强化的施工协调技术，从而为市政工程项目总体过程进行全面的控制和调度，最终实现市政工程项目的总体设计需求。……
